The Sudanese Military Council and the leaders of the protest reached an agreement on Saturday, August 3, on a constitutional declaration that paves the way for a transfer of power to civilians in the country.

It is the mediator of the African Union, Mohamed El Hacen Lebatt, who announced this Saturday, at dawn, the agreement between the opposition and the army that controls Sudan since the fall of President Omar el -Béchir. " The two delegations have fully agreed on the constitutional declaration ," he told reporters.

This is the culmination of two days of rather difficult negotiations. The declaration should be initialed, this Saturday night, and signed in the coming days. The transition is expected to last three years. For the Association of Sudanese Professionals (APS), which is at the origin of the challenge, it is a step in the right direction.

Joined by RFI, Rachid Saïd Yacoub, one of his spokespersons, details the three institutions that should manage this transition.

" This is another step forward after the signing of the political agreement framework of the transition period. The main points in this constitutional declaration are the creation of the three transitional authorities. There will be the Sovereignty Council shared between the military and civilians - 6 civilians and 5 military - with a presidency, for the military, for the first 21 months. During the remainder of the three-year transition period, the presidency will be for civilians, with limited powers except for the military and security services . "

He also explained that " there will also be a Council of Ministers with full executive powers, to be headed by a Prime Minister and 18 ministers appointed by the Forces for Change and Freedom, as well as the Minister of Defense and the Minister of Defense. Interior Minister to be appointed by the Transitional Military Council ".

" There will be a third institution, namely the transitional Parliament or the Legislative Council which will consist of 300 members. Two-thirds will be appointed by the Forces of Change and Freedom and one-third will be appointed by the Military Council and the forces of freedom and change, in consultation between the two, "he said.

In the streets of Khartoum, protesters reacted between joy and anger, demanding compensation for the victims of the crackdown that has killed 250 since December, according to the committee of doctors.
