It is the first societal reform of magnitude of the five-year Macron. The bill bioethics is presented this Wednesday, July 24, in the Council of Ministers. The main measure concerns the least developed countries.

The bill on bioethics, several times postponed, will finally be presented this Wednesday during the last Council of Ministers before the holidays. Its consideration by Parliament is expected in September. The 32 articles in this text address different medical topics: genetic tests, organ donation, stem cell research, oocyte self-preservation ... But this is another measure that draws attention: it provides for the opening Medically assisted procreation to all women, whether they are lesbian or single couples.

Claimed for years by gay associations and promised by Emmanuel Macron during his presidential campaign, this will be the first major societal reform of his five-year term.

Government fears fiery debate

The government, which fears an inflamed debate like at the wedding for all in 2013, has been laying the groundwork for several months. MPs will review the text in September, but much preparatory work has been done upstream.

Thomas Mesnier, MP LaREM believes that " the debate will be more peaceful than we have known for marriage for all. I truly believe that society has evolved, moreover we see in opinion polls that the French have changed their eyes on the PMA .

Should we repay the PMA? Should it be open to single women? In recent weeks, doubts have nevertheless been expressed within the majority. Walker Jean-Charles Colas-Roy believes that these dialogues are important within the group, but they will remain " welded " to these issues.

Tugging also in the right opposition, where the government calendar is criticized. Not devoid of ulterior motives, according to the Republican MP, Pierre-Henri Dumont: " When I am in constituency, no one speaks to me about the PMA. This is not the urgency, but we understand that the majority wants to send markers left in the approach of municipal elections . An argument that challenges the majority that recalls the campaign commitment of candidate Macron.

The LDC repaid for all

The medical criterion of infertility that currently conditions access to the PMA will be removed and as in the case of heterosexual couples, the technique will be supported by the Social Security.

To establish the filiation of their unborn baby, the couples of women and future mothers will have to make an advance joint declaration before a notary.

Another measure, directly linked to the PMA, is to lift, at least partially, the anonymity of sperm donations .

By their majority, children from these donations will be able to access their origins and obtain certain information about their parent, including his identity, provided he agrees.

A " logical sequel " to marriage for all

Célia Cotinaud is one of the leaders of the association Enfants Arc-en-ciel. She welcomes the forthcoming opening of the PMA, logical continuation, according to her, of the law of 2013.

" This law allowed same-sex couples to get married. The problem is that all issues related to having children, to legally secure the parentage of these children have not been addressed, "she says.

The two children of Célia Cotinaud and his wife were conceived abroad thanks to a sperm donation. Not without a long thought.

" We asked ourselves a lot, does a child need a father and a mother? When we say that a child needs a father, it's because we have to set limits and his authority. We stick this image, very stereotyped and very gendered to a father and a mother. "

Célia Cotinaud considers that we must deconstruct all this and say that a woman can do just as much. " It's more a question of personality than sex, " she finally said.

According to the latest polls, six out of ten French people are in favor of access for all women to the PMA.
