Iraqi merchant Amin Salameh survived the deportation after Turkish security raided his restaurant in the Karagmaruk district of Istanbul, but the restaurant did not survive the closure because of the employment of a number of Arabs who do not have work permits.

Salameh said that he presented a grievance to the governor of Istanbul and follows up the file with the Immigration and Refugee Affairs Department, hoping that the matter will end with a fine and pay back to work and open the restaurant, which paid a lot of money to prepare it.

According to Salama, most Arab employers in Turkey are seeking to employ Arab workers residing in the country without work permits to avoid payment of the required insurance, and to obtain a work permit for each foreign worker requires the employment of five local workers in accordance with the provisions of the Aliens Act in force in the country.

On Saturday, Turkey formally stopped the massive deportation campaign launched last week against "illegal residents" in Istanbul, but that did not stop the Arabs - and Syrians in particular - from taking the next few days.

Ramifications
The Turkish government's legal regulation reinforced the concern of Arab residents, especially as the state campaign coincided with local legalization measures initiated by the Greater Istanbul Municipality in most of the heavily populated Arab neighborhoods.

The head of the Immigration Department in Istanbul, Rajab Batu, officially announced on Saturday the suspension of the deportation of Syrian refugees with a temporary protection card (whether they are registered as residents of the same state or elsewhere).

The head of the forum of Syrian associations in Turkey, Dr. Mahdi Daoud, said that Batu officially informed him in a telephone call to stop the deportation of all those who have been fingerprinted as a deportation procedure, and pledged to return those deported to Syrian territory.

In turn, the Secretary-General of the Union of Arab Communities in Turkey, Metin Turan, stop all deportation procedures from the city of Istanbul, said that a meeting will be held next week between the Turkish authorities and representatives of Arab and Syrian associations and organizations.

Steps and procedures
For his part, said Yassin Aktai adviser to Turkish President Recep Tayyip Erdogan that the distinction should be made between the campaign launched by the Turkish government and the municipal campaign within the procedures of local organization, stressing that the government's campaign aims to correct the situation of residents and the seizure of violations.

Aktay told Al-Jazeera Net that the entry of nearly one million Syrians to the labor market in Istanbul had direct effects on the Turkish market, invested by the opposition through an inflammatory speech that resulted in unfortunate repercussions on the relations between Turks and Syrians.

He pointed out that among the problems exceeded some of the executive authorities to the instructions issued on the subject of the campaign of deportations, which prompted the government to announce the suspension of the campaign in order to evaluate the procedures and study.

Arab activists and media have posted pictures and videos of the Turkish security forces carrying out raids and arresting a number of Arabs who do not have official residence in Istanbul's Asnioret region before taking them to deportation buses.

In turn, Turkish media published reports that the intensification of Turkish security of the search and verification campaigns in the country was not specifically targeted at the Syrians, stressing that this campaign, which was launched under the slogan of "safety and comfort of Turkey" during which was checked the identities of 526 thousand and 16 people and examined 167070 cars.

During the campaign, 1,030 wanted persons were arrested on various charges, 34 weapons were seized, more than 800 bullets were found, 27 missing including 11 children were found, 16 workplaces were closed, 78 missing cars were found and 612 others were detained.
