The Committee stated that every member of an electoral body has the right to stand for election to the Federal National Council in the emirate to which he belongs, if he meets a number of conditions. He must have civil capacity, good morals, good reputation, who has never been convicted of an offense against honor, unless he has been rehabilitated in accordance with the law. The candidates will be registered in the places specified by the Emirates committees in each emirate. Members of the electoral bodies wishing to apply must submit their candidacy papers to the emirate committee to which they belong.
