In a recent decision, the Ministry affirmed that the issuance of the document requires that the owner of the falcon be a citizen of the State, or residents with a valid State ID card, that the owner of the falcon has been legally acquired, registered in the electronic system and that the falcon is identified by an identification ring, The owner may install an electronic identification chip as desired. According to Decree No. 229 of 2019, for the registration of anonymous falcons, a request must be submitted to the competent administration, accompanied by a document or official letter indicating that the falcon was obtained in violation of legislation, international obligations and a medical report containing the descriptive data of the falcon. If the competent department approves the request, the owner shall register the falcon in the electronic system of the Ministry.

In order to register the falcons with special farms and houses, a request must be submitted to the competent administration, accompanied by documents or photocopy of the CITES certificate, or a copy of the Falcon document proving that the owner has obtained it legally. Before the hatching is sufficient, provided that the ministry delivers the tariff ring within five days of hatching. The falcons should be recorded for personal, not commercial, purposes. Three falcon pairs should be registered per person during the year. The decision pointed out that the validity of the Falcon document is three years from the date of issue and is renewed for a similar period at the request of the owner or his representative. The falcon may be transferred from one person to another according to conditions. The decision states that the Falcon document is revoked in many cases, including death, escape, loss of the owner, or permanent transfer of the property to any purpose. In this case, the owner must return the previous document to the ministry.
