July 12 is declared the day of mourning on the territory of the Irkutsk region. The corresponding decree was signed by the governor of the region Sergey Levchenko.

“Expressing grief for the victims, condolences to their families and friends, guided by Article 59 of the Charter of the Irkutsk Region, I decide to declare July 12, 2019 a day of mourning in the Irkutsk Region. On the day of mourning throughout the territory of the Irkutsk region, lower the flags, ”the decree says.

In accordance with the order of the regional administration, all cultural institutions and broadcasting companies operating in the Angara region are advised not to conduct entertainment events and not to broadcast entertainment programs.

In a statement published on the government’s website, the head of the region expressed condolences to the residents of the region.

“This is a great loss for all who knew and loved the dead, a great misfortune not only for the flood-affected areas, but for the entire Irkutsk region, for the whole country,” said Levchenko.

He added that all residents of the Irkutsk region responded to the trouble that came to their homes.

“Everyone is ready to provide any help and support,” the head of the region noted.

25 dead and 500 injured

Recall that as a result of the flood that began in late June, 25 people died in a number of districts of the Irkutsk Region, more than 500 people were injured, and 11 more still have the status of missing persons.

“In the areas where the flood occurred, 11 people are missing. Six of them are in the Tulunsky district, four in the Nizhneudinsky district, and one in the Tayshet, ”the Emergencies Ministry said on Thursday, July 11.

As a result, state of emergency suffered 107 settlements of the region. The difficult situation is still observed in the city of Tulun, where 149 houses are flooded.

On Thursday, it became known that in Tulun, the power engineers had laid new air lines to supply power to the sewage pumping station and wastewater treatment plant.

As a result, voltage was applied to all water supply and wastewater facilities in Tulun, four out of five boiler houses, which provide the city with hot water, were also launched.

In addition, electricity is being reintroduced in all apartment buildings. The only exceptions were three five-storey houses, in which, due to the dampness, there is still no light on the first two floors.

A number of objects of the Irkutsk region required disinfection. The military carried out this operation at about 50 social facilities and private houses in the region, the Central Military District said.

"Divisions of the troops of radiation, chemical and biological protection (RCBZ) disinfected about 50 social facilities and private homes in areas affected by the flood in the Irkutsk region", - said the department.

In addition to this, the Defense Ministry reminded, the military continues to provide assistance to the affected population. In particular, they purify water from natural pollutants, bake bread and distribute to local people, bring and deliver drinking water, carry out diagnostic studies of water, soil and biological material for the presence of infectious agents, clear the area of ​​debris and vaccinate the local population.

However, in some areas of the region are forest fires. The leadership of the region signed a decree stating that since July 11, an emergency situation has been introduced in the forests of a regional nature in the territory of the Baikal region.

Compensation to victims

More than 660 million rubles have been allocated to help residents of the region, and another 2.3 billion rubles will be allocated from the reserve. This was stated by Prime Minister Dmitry Medvedev at a government meeting.

“Social payments are already underway, but it is important that all who receive such compensation receive them as soon as possible. I would ask all those responsible for this process in the government, but, naturally, in coordination with the regional authorities, to monitor how these payments are made, ”RIA Novosti quotes Medvedev.

The region also assesses the damage that the flood caused to agricultural enterprises and businesses. Dmitry Govorov, Deputy Director of the Rosselkhoz Center, arrived in the Irkutsk Region. He is faced with the task of assessing the damage caused by the flood to agricultural organizations, farmer and personal subsidiary farms.

"Now our main task is to collect all the necessary documents as soon as possible so that the farmers of the region can receive compensation from the federal budget as soon as possible," said Ilya Sumarokov, Minister of Agriculture of the Irkutsk Region.

In addition, the regional governor discussed the prospects for supporting regional entrepreneurs with the Deputy Minister of Industry and Trade of Russia, Georgy Kalamanov.

According to the head of the region, all development institutions created in the region are ready to work with the affected businessmen, including the guarantee fund, the development corporation of the Irkutsk region, the fund for supporting small and medium-sized enterprises.

“Today, entrepreneurs should decide for themselves whether they want to continue their business in a given territory or deploy it elsewhere. At the same time, they should understand that we will not build housing in the flooded area; accordingly, the demand for a number of goods in retail chains may fall, ”said the governor.

Levchenko also visited the territories in Tulun, where there is still water in private farmsteads. In these locations around the clock is pumping water.

“I think that in a few days we will free this territory. People are waiting to make an important decision: to repair, to live on, or to receive new housing, Levchenko said.
