It is noted that the document comments on the actions of the Russian side in the framework of the operation to detain the Ukrainian sailors in the Kerch Strait; contains theses about the alleged non-compliance by Moscow of the Minsk agreements and the provisions of the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles.

Earlier, Russian President Vladimir Putin commented on calls by European partners to Moscow regarding the need to comply with the provisions of the Minsk agreements.

Crimea became the Russian region after the referendum held there in March 2014, in which the majority of the inhabitants of the peninsula called for reunification with Russia.
