Referring to the cooperation projects studied at this summit, which now have to be " concretely financed " to " have results ", Emmanuel Macron hoped that Heads of State and Government of the Mediterranean region would meet in six months " To go further ". This summit, assured the French president, is also one that will allow the Maghreb to revive, while it " no longer exists politically today ".

The Summit of the two shores brought together five North African countries (Mauritania, Morocco, Algeria, Tunisia and Libya) and five countries from Western Europe (Portugal, Spain, France, Italy and Malta). They were represented by their Minister of Foreign Affairs or a Secretary of State.

The idea for this meeting was launched by Emmanuel Macron during a visit to Tunis at the beginning of 2018, in order to develop " a strong Mediterranean policy ". A group of 100 civil society representatives was then set up. They met at five thematic forums whose synthesis was made in early June in the Tunisian capital.

A series of projects were presented or ratified at this meeting, including a Euro-Arab translation house, a polylink press and a school of the sea. Others will be developed in the sectors of new technologies. or the environment.
