Dutchman Tom Dumoulin, who has not recovered from a knee injury, has forfeited the Tour de France, a race he finished last year in second place, his team Sunweb announced on Thursday.
Dumoulin was injured in the Giro and had to have surgery recently. The Dutchman is the second major absentee of the Tour which will leave on July 6th from Brussels, after Britain's Chris Froome.
