Acting Governor of St. Petersburg Alexander Beglov accepted the resignation of two vice-governors - Mikhail Mokretsov and Igor Albin.

As reported on the website of the city administration, since April 2013, Mokretsov headed the financial unit of the St. Petersburg government, and since August 2017, he also headed the city’s Property Relations Committee. Now Sergey Movchan will temporarily fulfill his duties.

Since November 2014, Igor Albin was responsible for solving issues of capital construction and reconstruction of real estate, architecture, urban planning, identification, accounting, preservation, promotion of state protection of cultural heritage, transport, energy, and tariff regulation. His duties are temporarily assigned to the Vice-Governor of St. Petersburg Nikolai Bondarenko.

Igor Albin commented on his resignation, wishing good luck to interim governor of St. Petersburg Alexander Beglov.

“A new, good leader, a new team, new challenges and tasks! I want to wish success to Dmitri Dmitrievich Beglov and say thanks to Petersburgers! ”He said to the radio station“ Moscow Speaks ”.

Backlog in construction

On the eve of the interim governor of St. Petersburg, Alexander Beglov criticized the work of the building block of the city government. At the meeting, which was held on December 25, he expressed dissatisfaction with the low rates of construction of social facilities, subways and roads.

According to Beglov, in St. Petersburg, kindergartens, schools and polyclinics are surrendered and put into operation in St. Petersburg with a long time lag from the planned dates. So, for example, in Krasnoye Selo, the building of the polyclinic, which should have been completed last year, has not yet been handed over. In Nevsky district, a kindergarten, which was planned to be commissioned in 2016, was built only half.

“We built 9 million square meters of housing. To this, we had to build 74 kindergartens, 37 schools ... So far, 20 schools, 20 kindergartens, 18 clinics and dispensaries, 3 residential buildings, 4 sports facilities, 3 roads, 6 objects of culture and art have not been built ” - declared Beglov.

The official stressed that "this situation is not acceptable." He urged to understand and “reformat some things” in this area, and also drew attention to the fact that it is in the area of responsibility of the Vice-Governor Igor Albin.

Beglov also pointed out problems in the construction of new subway stations.

“In the construction of the metro ugliness, there is a lag, it is not clear in what condition" Metrostroy "is. These are serious pain points that need to be addressed today and deal with this issue, ”added Beglov.

Cheated interest holders

The construction sphere of St. Petersburg was also discussed during a big press conference with Russian President Vladimir Putin on December 20. Activist Alla Andreeva reported that unfinished houses are being commissioned in the city. She also asked to deal with the situation of the deceived co-investors of the City Group.

Commenting on this appeal to the president, Albin, on her Facebook page, stated that “all the“ activities ”of Alla Andreeva reminds self-praying”, she is not deceived by the shareholder, therefore neither he, nor his deputy or the head of the staff cooperate with her on problematic objects of shared construction do not intend to.

“I am ready to incur punishment for my intractability and even resign. The honor and dignity of my colleagues and I are affected! ”- the official stressed.

Later, the press secretary of the head of state, Dmitry Peskov, noted that the resignation of the vice-governor was not related to the complaint against him during the press conference.

Unfair service

Earlier, the activities of Igor Albin have been criticized, including by the president.

In 2013, the official headed the Ministry of Regional Development (under the name Slyunyaev). During the meeting on housing and communal services, which was attended by Vladimir Putin, it turned out that the maximum increase in utility tariffs in one of the regions was 225%. The head of state demanded an explanation of what caused this extra charge.

"In St. Petersburg in some areas (rent. - RT ) increased by 40%. Here they are, bills. Go and explain to people why they had to pay that kind of money in December, in November, and in January, February - such a leap. And this is in Petersburg, in some areas. And in Murmansk, you say, in some municipalities for more than 200 percent. Have you lost your mind or what? ”Putin addressed the Minister.

To this, Albin replied that "there is no interconnection between tariff regulation and real citizens' pay." Following criticism from Putin, he admitted that "the agency probably made a mistake."

We also note that the construction of the stadium "St. Petersburg" for the 2018 FIFA World Cup was under the control of Albin. In the summer of 2017, the vice-governor’s statement that cormorants destroy the integrity of a special reflective film on the roof of a sports facility caused a big resonance. Later, the official admitted that he had invented a story with cormorants in order to "shift" the attention of the public.
