Due to the declining birthrate, it is estimated that the 18-year-old population will decrease to 2040,4 by 3, three-quarters of the current number.
In response to this situation, Minister of Education, Culture, Sports, Science and Technology Moriyama stated at the General Assembly of the Central Council for Education held on the 82th, "Higher education in Japan is now at a turning point in history, and higher education institutions, which are the core of human resource development and intellectual creation activities, are required to play an even more important role."
He also asked them to consider the appropriate size of universities and other higher education institutions and the division of roles between public and private universities.

Five years ago, the Central Council for Education compiled a report calling for the promotion of collaboration and integration of universities, but in light of the spread of distance education due to the impact of the new coronavirus and the decline in research capabilities, we have decided to consult again this time.
The Central Council for Education will reach a conclusion by March next year.
