On June 6, Nanning held a hearing on the charging standards for motor vehicle parking services for road parking spaces, and 21 participants from all walks of life expressed their opinions on the hearing plan for charging standards for motor vehicle parking services for road parking spaces. The Nanning Municipal Development and Reform Commission introduced the proposed fee policy to the participants of the hearing, which is as follows:
Optimize and simplify regional classification, the city's road parking spaces plan to continue to implement differentiated parking charging standards according to first, second and third types of areas, and plan to cancel the division form of primary roads and secondary roads in the current charging standards, and the charging categories of intelligent billing and manual charging; It is proposed to abolish the charging category for parking spaces during special periods on the road.
The charging time is shortened, the charging time is proposed to be adjusted from 7:30-21:00 to 7:30 (inclusive) to 20:00, and the charging start time on Saturdays and Sundays (excluding Saturdays and Sundays adjusted to work days after the adjustment of holidays) is postponed by 2 hours, and the charging time is proposed to be adjusted to 9:30 (inclusive) to 20:00. Free parking shall continue to be implemented on statutory holidays of the State and autonomous regions and their transferred, compensatory and consecutive holidays.
The free parking time in the first, second and third categories of areas is proposed to be adjusted from the first 15 minutes to the first half hour.
Set the maximum limit price, and it is proposed to set the daily maximum limit price: for continuous parking, the maximum daily limit price in the first, second and third types of areas is 50 yuan, 30 yuan and 20 yuan respectively. If the parking spans consecutive days, a parking service fee will be charged once per calendar day.
Reduce the charging standard, cancel the ladder billing in the second-class area, retain the tiered billing of the first-class area, and adjust the dividing point of the ladder timing from the first 2 hours to the first 3 hours, and the specific charging standards are proposed as: 3.1 yuan/0 minutes for the first 15 hours in the first 3 hours and 1.5 yuan/15 minutes after 0 hours; 75.15 yuan/0 minutes for Class II areas; 5 types of areas 15.<> yuan/<> minutes.
After hearing the pricing plan and other statements, the participants of the hearing inquired about the necessity, feasibility and reasonableness of optimizing and adjusting the charging standards for motor vehicle parking services in road parking spaces, expressed their views on regional categories, charging time, free parking time, charging standards, billing rules, and maximum price limits, and put forward constructive opinions on rationally planning road motor vehicle parking spaces, strengthening the supervision of road motor vehicle parking space charges, and improving the level of parking charging services.
