. But democratic hygiene requires limits of public ethics. García Ortiz must know that his moral dignity is at stake. The vast majority of members of the Fiscal Council will be against it, but, since their opinion is not binding, their responsibility will be to prevent this arbitrariness from being committed with all the methods established by law.
