Chen Bingguang, the head of the microgrid, has been living in the Luobu community in Shaxian District for decades, "I know the local acquaintances, and for this reason, I was invited to become the head of the microgrid and form an 'iron triangle' with two other retired teachers to be responsible for the grassroots governance of Yangfang New Village." ”

In the Luobu community, there are 60 residents who serve as microgrid leaders like Chen Bingguang. They are either retired, or couriers or ordinary company employees, wearing red vests in their free time, shuttling through the grid, doing grassroots grid services in detail and refinement, and acting as "preachers", "information workers", "coordinators", "conflict mediators" and "service agents" of the masses, so that residents living in the Luobu community can feel that grid governance is around.

"When the microgrid chief was established, it was to think about what the masses thought first, to be anxious about the masses, to solve the difficulties of the masses first, to walk in front of the masses, and to take the initiative to discover and deal with problems." How to strengthen grid management and services, and effectively resolve conflicts at the grassroots level? According to Zhang Wenjun, the Luobu community also implements the "12345" microgrid working method with "one lead", "two forms", "three familiarity", "four must report" and "five members" as the content, giving full play to the important role of microgrid growth in community governance and opening up the "last meter" of grassroots governance.

The smart platform makes grassroots governance more powerful

To this end, Shaxian District established a district smart governance service center in January 2022 to explore a new model of smart empowerment and one-network unified management, so as to realize "small things do not go out of the grid, big things do not go out of the community".

Tan Xiuqing, who currently serves as the grid chief and police assistant of the 5th microgrid in the Fuqian community, serves 68 residents in 147 microgrid households, and with this management platform, she feels the convenience of handling problems.

According to the staff of the Smart Governance Service Center, through data empowerment, 17 communities in the urban area have been divided into 115 district grids and 988 micro-grids, integrating political and legal affairs, public security, urban management, community, municipal management, electricity and other grids to form a network for the whole district, establishing a five-level grid system of "district-street-community-area-microgrid", and changing "Jiulong water control" into one network unified management.

At the same time, integrate the 110 hotline of urban management, e-Sanming casual shooting, and the 12345 government service convenience hotline center, rely on platforms such as "Mingxintong" and "Neighborhood e-home", establish microgrid WeChat terminal groups, build multiple neighborhood homes offline, open up online and offline appeal channels, use the power of microgrid work and community co-construction units, establish a five-level appeal handling mechanism, and strive to solve the problem of "urgent, difficult and anxious" of the masses.

For example, in February this year, because there were no street lights in the south area of Chengbei New Village in Shaxian County, residents reported that it was not safe to go home at night, and there were potential safety hazards, requiring the community to pay attention. After the appeal was released by grid chief Lai Qingxiang, the community in the north of the city quickly dealt with it, and street lights are currently installed.

While talking to reporters, Tan Xiuqing was demonstrating how to use the "close neighbor e".
