The "Qiangji Plan" is the pilot work of basic discipline enrollment reform, which is mainly to select and cultivate students who are interested in serving the major strategic needs of the country and have excellent comprehensive quality or top-notch basic disciplines. The Ministry of Education has launched the pilot of the "Qiangji Plan" in some universities since 2020, and this year has entered its fourth year. In the past weekend, Chinese Minmin University, Beihang University, and Beijing Institute of Technology took the lead in announcing their 2023 "Qiangji Plan" enrollment brochures, all starting from April 4.

The enrollment majors of the "Qiangji Plan" of the three universities remain unchanged from last year, and they all focus on the basic disciplines and advantageous disciplines of the university. This year, the NPC will admit three majors: philosophy, Chinese language and literature (paleography direction), and history. Beihang enrolls 3 majors: mathematics and applied mathematics, information and computing science, applied physics, chemistry, engineering mechanics, and aircraft power engineering. BIT enrolls 3 majors: mathematics and applied mathematics, applied physics, chemistry, engineering mechanics, and intelligent unmanned system technology.

The Beiqing News reporter noticed that Beihang and Beibit, like most pilot universities, require candidates to fill in only one major in the university's "Qiangji Plan" enrollment major; The NPC requires candidates to fill in no more than 3 professional volunteers within the scope of the enrollment majors in the province's subject category (or preferred subject group), and fill in whether they are subject to the professional volunteer adjustment; Beihang also requires that candidates applying for the university's "Qiangji Plan" cannot apply for other universities at the same time.

From the perspective of application conditions, Beihang and BIT have made it clear that two types of candidates can apply for registration: the first category is candidates with excellent results in the college entrance examination, and the second category is candidates with outstanding talents and performance in related subject areas. If Beihang requires that the second category of candidates must win the first and second prizes of the national finals of the National Youth Discipline Olympiad (mathematics, physics, chemistry, and informatics), the winners of the National Youth Discipline Olympiad shall be subject to the list published on the website of the National Youth Science and Technology Competition Winners, and the corresponding registration conditions for each enrollment major shall be listed in detail.

From the perspective of the selection process, the three colleges and universities have determined the shortlisted candidates according to various factors such as college entrance examination results, and require candidates to participate in the school examination organized by the university after the college entrance examination. It is worth noting that the school examinations of the three universities have a physical fitness test. According to the conversion method stipulated in the respective admission brochure, the candidates' comprehensive scores will be calculated, and colleges and universities will announce the admission results in early July in accordance with the relevant regulations of the Ministry of Education, publicize the admission standards, and go through the admission procedures. Candidates who are officially admitted will no longer participate in the subsequent college entrance examination of their provinces, autonomous regions and municipalities; Candidates who are not admitted can participate in the subsequent batches of college entrance examination voluntary admission in their provinces, autonomous regions and municipalities normally.

Tsinghua's "Self-Improvement Plan" this year mainly recruits rural students from remote and impoverished and ethnic regions (including county-level cities) and high schools below the county level, who are self-reliant, have both ability and political integrity, are diligent and studious, and have excellent achievements. Applicants must meet three conditions at the same time: meet the 2023 unified college entrance examination registration conditions; The household registration place of the person and the father or mother or legal guardian is in the rural area of the implementation area, and the person has the local household registration for more than 3 consecutive years; I have been enrolled in a high school in the county where my household registration is located for 3 consecutive years and have actually attended.

The enrollment majors include Tsinghua's advantageous majors: architecture, civil engineering, computer, automation, electronic information, mechanical aerospace and power, clinical medicine, as well as liberal arts social sciences, law, etc. Candidates can apply for subject types without being restricted by their own arts and sciences, and each person is allowed to fill in up to 3 professional categories. The test subjects include mathematics and logic, physical and chemical integration/literature and history integration. The selection process includes initial evaluation, preliminary examination, re-examination and recognition.

Peking University's 2023 "Dream Building Program" welcomes rural high school graduates who "love Peking University, care for the world, have sound personality, and are academically excellent" to apply. The scope of enrollment and application requirements are similar to those of Tsinghua. Peking University said that the special enrollment will be based on the principle of "fairness, justice and openness", strict procedures, merit-based admission, rather shortage than abuse. Peking University's "Dream Building Program" also includes almost all the enrolled departments of the university, including the science/liberal arts experimental classes of Yuanpei College, as well as the School of Mathematics, the School of Engineering, the Department of Chinese, the Department of History, the Guanghua School of Management, and so on.

BIT's 2023 "Dream Building Plan" clearly recruits hardworking and well-achieving rural high school science graduates (elective physics), and the enrollment plan is not less than 2% of the total annual undergraduate enrollment of the university, and will be adjusted appropriately according to the source of students. The requirements for the elective subjects of the "Dream Building Plan" enrollment majors (categories) in the provinces where the college entrance examination reform is the same as the requirements for the relevant enrollment majors (categories) in the province, and the subjects selected by candidates must meet the requirements for the elective subjects of the major (category) for the examination. Like the previous two universities, BIT requires that all application materials submitted by candidates at the time of registration must be thoroughly published on the website and class of the secondary school, and can only be uploaded after being reviewed by the middle school and signed by the principal.
