Xi'an, April 4 (Zhongxin Net) -- "In recent years, Shaanxi courts have accurately grasped the ecological characteristics of the middle reaches of the Yellow River basin with water as the core, based on the actual needs of local environmental resources protection and restoration, properly tried various environmental resource cases, and provided judicial guarantees for further promoting the ecological protection and high-quality development of the middle reaches of the Yellow River. The Yellow River flows from west to east through nine provinces (regions) in China, and for a long time, as the mother river of the Chinese nation, the ecological protection and governance of this basin has attracted much attention. Shaanxi is located in the heart of the Yellow River Basin, and the three cities of Weinan, Yan'an and Yulin in the province are located in the "several" bay area of the Yellow River, which is an important ecological node in the middle reaches of the Yellow River. Shaanxi plays an important role in the ecological protection of the Yellow River Basin.
It is understood that in order to ensure the safety of the water body in the middle reaches of the Yellow River and maintain the balance of the ecosystem, the Shaanxi court has strengthened regional linkage, established a special agency, and established relevant restoration bases, and continuously explored new mechanisms for ecological protection in the Yellow River Basin.

The Yulin Intermediate People's Court promoted the signing of the Framework Agreement on Environmental Resources Adjudication Cooperation between Intermediate People's Courts of Neighboring Provinces and Autonomous Regions in the Middle and Upper Reaches of the Yellow River, the Suide County People's Court set up the "Yellow River Water Protection Circuit Court", and the Tongguan County People's Court set up the Yellow River Ecological Environment Judicial Restoration Base at the ancient crossing of the Yellow River... The Shaanxi court has taken multiple measures at the same time to continue to build a "protective wall" for the ecological protection of the Yellow River Basin.
In addition, Yuncheng Intermediate People's Court, Weinan Intermediate People's Court, Zhengzhou Railway Transportation Intermediate People's Court and Sanmenxia Intermediate People's Court recently signed the Framework Agreement on Environmental Resources Trial Cooperation in the Golden Triangle of the Jin-Shaanxi-Yu Yellow River, which is committed to promoting the establishment of a collaborative and diversified environmental governance system and realizing the common development of judicial protection of the ecological environment in the Yellow River Basin of the three provinces of Jin, Shaanxi and Yu.
Gao Jie, Deputy Procurator General of the Shaanxi Provincial People's Procuratorate, introduced that in order to form a joint force for the comprehensive management of ecological protection in the Yellow River Basin, the Shaanxi Provincial People's Procuratorate has successively established 13 collaborative protection mechanisms with 12 departments such as the Shaanxi Provincial Water Resources Department and the Yellow River Upper and Midstream Management Bureau, signed cooperation agreements with 7 environmental protection organizations, and built a new model of "administrative law enforcement + river basin management + procuratorial supervision + judicial trial + social participation" to manage river water according to law.
It is reported that since 2019, the Shaanxi procuratorate has prosecuted a total of 1231,1921 cases of damaging the ecological environment of the Yellow River Basin and 33240,1000 people, and urged the restoration of 8000,<> mu of polluted, damaged and illegally occupied forest land, cultivated land, wetland and grassland, the clean-up of more than <>,<> mu of polluted water areas, and the restoration of more than <>,<> mu of Yellow River wetlands.
In 2022, the quality of the water environment in Shaanxi Province improved significantly. Among them, the overall water quality of the Yellow River Basin reached the best level for the first time, the best level since monitoring records began.
Gong Fuwen said that in the Shaanxi court's next ecological protection plan for the Yellow River Basin, it is necessary to improve the institutional mechanism, promote the establishment of a special environmental resources trial court and an ecological environmental protection court in the Yellow River Basin, establish overall protection, promote cross-regional centralized jurisdiction of cases in the Yellow River Basin in Shaanxi, and strengthen judicial cooperation between courts in the Yellow River Basin to play the "chorus" of Yellow River governance in the new era.
The Law of the People's Republic of China on the Protection of the Yellow River came into force today. It is worth mentioning that as the first provincial-level local regulation to protect important tributaries of the Yellow River in nine provinces (regions) in the Yellow River Basin, the Regulations on the Protection of the Wei River in Shaanxi Province came into force on the same day.
