According to Yuan Ming, judging from the handling of cases by the procuratorial organs, the current new-type drug crimes present the following characteristics: First, the overall number of cases is on the rise, and in some provinces, new-type drug crimes have accounted for more than half of all drug cases.
Second, there are many types of new drugs, some of which are disguised as beverages, food, and medicines, which are highly concealed, deceptive, and tempting, and cause great social harm.
The third is that the network of criminal methods is prominent. With the help of modern information technology and the development of the emerging delivery industry, the non-contact criminal method of "Internet + logistics delivery + online payment" has become an important way of drug trafficking, which has increased the difficulty of investigation and punishment.
Fourth, the people involved in the case are getting younger and younger. In order to seek excitement, young people are easily tempted by new drugs and lead to the abyss of crime.
Yuan Ming said that in response to the new changes in drug crimes, in recent years, the procuratorial organs have focused on crackdowns on the one hand and governance on the other, and have continuously improved the effect of punishment.
The Supreme Procuratorate guided the handling of a number of major criminal cases such as the drug trafficking and manufacturing case of Zhao in Henan, and supervised the handling of a number of major new drug cases with the Ministry of Public Security; promoted the relevant departments to list and control the entire category of fentanyl-like substances; sent a letter to the country The Narcotics Control Office promoted relevant departments to list 18 substances such as fluoroamine; in response to the high incidence of drug delivery, issued the "No. 7 Procuratorial Suggestion" to the State Post Bureau to promote the strengthening of delivery safety supervision; "Youth" as the theme of the procuratorial open day activities, guiding procuratorial organs in various places to carry out extensive publicity and education activities on the prevention of new drugs.
In June 2022, the Supreme People's Procuratorate released the thirty-seventh batch of guiding cases with the theme of punishing new drug crimes, providing reference and guidance for procuratorial organs in various places to handle similar cases, and also serving as legal publicity and warning education.
