• Known for its insecurity, the Guillotière district in Lyon is one of the "priorities" of Grégory Doucet's mandate.

  • After citizen consultation, the mayor of Lyon launched an action plan in June 2021 to improve the daily lives of the inhabitants of this district.

  • During a press conference, elected officials from the city and metropolitan area presented the first improvements and the measures to come to achieve this objective.

This is "one of the priorities of the mandate" of Grégory Doucet, he himself said at a press conference on Monday.

By becoming mayor of Lyon, he set himself the goal of “sustainably improving the daily life of the inhabitants” of La Guillotière, Moncey and Place Gabriel-Péri.

Places known for their “insecurity, unsanitary and unquiet” for years.

With this in mind, an action plan was launched in June 2021 after citizen consultation.

A year and a half later, the city and metropolitan area of ​​Lyon are taking stock of progress and future developments.

What has been done in the Guillotière district

To make these neighborhoods "an example where life is good" and "where you can discover the cuisines of the world", as the mayor of Lyon wishes, the first measures were given as a priority on aspects such as "cleanliness “, “social” and “tranquility”.

This is illustrated by the opening of the Maison des Projets to "create links with the inhabitants" and the Angela system in July.

But also the implementation of the "Line 3 7" system, supported by the MAS association, since October 2022, where teams of mediators intervene in the neighborhood to go to young people on the move and bring them back to "counter common right ".



The mayor of the 7th arrondissement, Fanny Dubot, emphasizes the changes made thanks to the effectiveness of the "human presence", mediators, cleanliness agents, but above all that of "police officers, whether municipal or national, as well as the CRS”.

Since the beginning of 2022, a special brigade has been deployed to curb its recurring violence and reassure its inhabitants.

According to the elected official, “the police presence reduces traffic and thanks to Line 3 7, young people do not come back to traffic.

The 2023-2024 ambitions for Place Gabriel-Péri

Another important “longer-term” aspect is urban development.

In 2023, efforts will be made for a "vegetation of the Cours Gambetta" and the removal of parking spaces.

The "small place Péri", at the level of the Post Office, will also be redeveloped to "bring it back to life", assures Fanny Dubot.

The tram platform will be extended on the 7th arrondissement, delivery places will be created and public toilets will also be installed, adds Béatrice Vessiller, vice-president of the Lyon metropolitan area for urban planning and the living environment.

For cyclists, the track between Cours Gambetta and Guillotière and Paul-Bert streets will be more secure.

Fighting against insecurity in this neighborhood also involves the issue of housing.

In the years to come, the metropolis will continue to "fight against unworthy housing" with "a program of general interest" renewed for 2023-2027 which notably makes it possible to "force owners to do work".

A site has been set up to “report poor housing” by residents.

Beyond this measure, 22 housing units in rue Moncey and rue Paul-Bert will be rehabilitated and offered as real solidarity leases.

The Clip and pedestrianization, abandoned projects

When the action plan was launched, several subjects had been on the table, including the pedestrianization “of the north of rue de Marseille”, which was finally abandoned.

"During the consultation, no one, whether the inhabitants or the security services, was in favor of it even if we studied the subject well", affirms Béatrice Vessiller.

Same thing on the other side, rue Paul-Bert where work on the organization of traffic will be done without pedestrianizing.

The demolition of the Clip has also been abandoned.

For the president of the metropolis Bruno Bernard, it was "a myth" to say that "the problems of Place Gabriel-Péri would come from this building".

"After discussion, it was not the right solution," he says, citing the 400 owners, the estimated cost of between 70 and 110 million euros and ten years of work.

The building “in good condition” will be rehabilitated.

He concludes: “No measure alone will solve the problems.

We need social support, work on trade and housing.

It's a whole that we lead to improve life in the neighborhood.
