The goal at the time was not economic as much as it was geoeconomic, that which uses the economy wisely to achieve political goals and gains, including keeping the name of Qatar present on the world stage, strengthening its geopolitical relations, and influencing decision-making circles through these investments, to achieve Qatar's national interests, which is A very legitimate goal and practiced by many countries of the world.
