Past stalking and police response

According to the police, Terauchi, who was arrested, got acquainted when he worked at the same restaurant as Mr. Kawano, who died, and had been dating for about half a year until last autumn.

Kawano first consulted with the police on October 21, 2018, saying, "My boyfriend took my cell phone. I want to break up with him, but I want the police to tell me to return my cell phone." about it.

Three days later, Mr. Kawano consulted with Mr. Kawano, saying, ``I got my cell phone back. It means that the content was that they are not separated."

For this reason, the police provided Mr. Kawano with crime prevention guidance to urge him to evacuate and change jobs, and also warned Terauchi after listening to the circumstances.

At this time, Terauchi seemed to respond obediently.

However, about a month later, on November 21, last year, Mr. Kawano consulted again, saying, "The other party has come to work. I'm in trouble, so I want you to warn me again." There were 3 calls, and if I didn't answer, I received a phone call at work."

On November 26th last year, Mr. Kawano requested that he issue a "prohibition order" prohibiting stalking, etc. based on the stalking control law, and the police judged that it was a highly urgent case, and within the same day. A "prohibition order" was issued against Terauchi.

Since then, the police have regularly patrolled the area around Mr. Kawano's home, and have lent him and his family an "emergency call device" that can be called 110 by simply pressing a button.

On the 9th of last month, Terauchi called the police and claimed that Mr. Kawano sent a message even though he was under a prohibition order, so the police judged that there were signs of harm. , It is said that measures such as strengthening patrols around Mr. Kawano's home for about 10 days were taken.

Before the incident, the last time the police contacted Mr. Kawano was on the 6th of this month, after the new year. There was an explanation that there was no particular abnormality.

The incident happened 10 days later.

Mr. Kawano was stabbed in more than a dozen places on the street near JR Hakata Station, which is close to where he works.

According to police, the "emergency call device" he had lent was not in use.

Regarding the murder of Kawano, who had consulted the police about following him, a senior Fukuoka Prefectural Police official said at a press conference on the evening of the 18th, "We believe that the measures taken by the police this time were appropriate. It is very regrettable that the victim died in 2011."

The manager of the restaurant where the suspect worked ``I didn't feel any signs of the incident''

According to the manager of the restaurant where Terauchi worked, Terauchi was working as usual until the morning of the 15th of this month, the day before the incident.

About Terauchi, the store manager said, "I work part-time every weekend, and the last time I met him was when I was on duty from the night of the 14th to the next morning. At that time, I was working hard as usual, Mr. Kawano. I didn't talk about it at all.I was really surprised because I didn't feel any signs of an incident."

He added, "They used to work at the same chain of stores, so I think they met there. Mr. Kawano came to our store with his friends about twice a month. Last year, there was a stalker scandal, and the police contacted me directly, and that's when I first learned that the two were dating."

Last year, when a year-end party was held at the store, the suspect told the store manager, ``I'm sorry for causing the stalker incident.
