Chinanews.com, Hangzhou, January 14th, title: Zhejiang Education Two Sessions Observation: How to "find a way out" for the development of vocational education?

  Reporter Xie Panpan

Vocational education has always been misunderstood: the social recognition is low, and the upward path is blocked... At the two sessions of Zhejiang Province held here, many members of the Zhejiang Provincial Political Consultative Conference "provided advice" for the development of vocational education.

In recent years, the central government, provinces and cities have successively held vocational education conferences, and introduced a series of policies to support the rapid development of vocational education. The development of vocational education has undoubtedly ushered in a "spring".

However, Zhuang Lingfei, a member of the CPPCC Zhejiang Provincial Committee, chairman of the Jinhua Municipal Committee of the Jiusan Society, and vice mayor of Jinhua City, found from work research that there are still some bottlenecks restricting the development of vocational education that need to be solved urgently.

One is that the competition between general education and vocational education students is fierce, and more students flow to ordinary high schools; the other is that the overall planning of vocational education needs to be strengthened.

The integrated planning of secondary vocational education and technical education is not enough, the phenomenon of city, county, and school still exists, the layout of vocational education and the top-level design of professional setting need to be strengthened, and the repeated construction of majors has caused great waste; The level of serving local development for vocational education needs to be improved, and the degree of matching between majors and industries, as well as the ability to practice training and operation needs to be strengthened; the fourth is that the training methods for high-level compound skilled talents need to be further expanded.

He is worried that due to factors such as the liberalization of the general vocational ratio and the low social recognition of vocational education, the number of students in vocational education is gradually shrinking, and the effect of recruiting students from other places for technical colleges is not obvious. Schools and technical colleges are "no students to recruit" situation.

Li Hong, member of the Standing Committee of the Democratic Progressive Zhejiang Provincial Committee and chairman of the Huzhou Municipal Committee, also pays attention to vocational education and personnel training.

Li Hong believes that many highly educated teachers in vocational colleges lack the necessary operational skills and practical experience when they enter the school gate.

At the same time, the teacher-student ratio in technical colleges is low. Taking the 10 provincial first-class technical colleges selected by the Zhejiang Provincial Department of Human Resources and Social Security in 2022 as examples, the average teacher-student ratio is 1:18.7, which is far from ordinary education.

This year, Zhejiang has made great efforts to cultivate professional talents.

According to the government work report, in 2023, Zhejiang will carry out vocational education and training for 1.5 million person-times; carry out vocational skills training for more than 1.1 million person-times, add 400,000 skilled talents, including 200,000 high-skilled talents; and build 200 odd-job markets.

Under this premise, how should the development of vocational education "find a way out"?

Zhuang Lingfei suggested that the social status of vocational education should be improved, and the social consensus that vocational education and general education should be equally important should be accelerated; investment in vocational education should be increased to improve the level of integration of production and education; the brand of "Zhejiang Craftsman" should be created, and Zhejiang Provincial Skills Competition, increase incentives for outstanding skilled talents, and create a strong social atmosphere that respects and values skilled talents.

In addition, he also believes that it is necessary to strengthen the top-level design, effectively do a good job in planning, policy, professional and other overall planning articles, and form a joint force to promote the high-quality development of vocational education; focus on improving the level of practical training, and improve the competitiveness and influence of vocational education. At the same time, excellent teachers and students should be encouraged to go to enterprises for further study and improve their skills in front-line positions.

Li Hong suggested that, on the basis of meeting the talents required by the current industrial development, more attention should be paid to the industrial workers needed by the "future factory". When planning the future industry, the "future worker" training plan should be planned simultaneously, and talent reserves should be developed in advance.

At the same time, around the requirements of professional development, innovate the training mode of engineering-study-integrated skilled personnel.

It can meet the standards of the World Skills Competition, improve the evaluation strategy and evaluation system, and cultivate high-skilled talents who are connected with the world's cutting-edge.

It is true that the development of a country requires not only top scientific and technological talents, but also the hard work of generations of craftsmen; first-class scientific research results require first-class manufacturing levels to be realized.

Emphasizing the development of vocational education is undoubtedly a key part of Zhejiang's creation of an innovation highland, and it is also an important basic work to promote the expansion of middle and lower levels and consolidate the construction of a common prosperity demonstration zone.
