At the same time, due consideration should be given to the differences between part-time workers and full-time workers in terms of job stability, working conditions, labor intensity, benefits, etc.

How is the minimum wage adjusted?

What is the basis?

According to the "Minimum Wage Regulations", to determine and adjust the monthly minimum wage standard, reference should be made to the minimum living expenses of local employees and their dependents, the consumer price index of urban residents, social insurance premiums and housing provident funds paid by employees, average wages of employees, Economic development level, employment status and other factors.

In 2015, the Ministry of Human Resources and Social Security issued a notice requiring that the minimum wage standard be adjusted at least once every two to three years in the future.

Public information from various places shows that since 2021, most provinces have completed a round of minimum wage adjustments.

In 2021, more than two-thirds of provinces such as Beijing, Tianjin, Shanghai, Zhejiang, Jiangsu, Zhejiang, Shandong, Hubei, Ningxia, Gansu, Shanxi, and Liaoning will be adjusted; last year, Fujian, Henan, Hunan, Chongqing, Sichuan, and Yunnan and other provinces to make adjustments; so far this year, Hebei, Guizhou and other places have made clear adjustment plans.

In specific operations, localities adjust minimum wages according to the actual situation of economic and social development.

For example, on April 1 last year, Sichuan Province implemented a new minimum wage standard, and the first monthly minimum wage exceeded 2,000 yuan for the first time.

This is the 17th time that Sichuan has adjusted the minimum wage since the establishment of the minimum wage system in 1995.

Since the establishment and implementation of the minimum wage system in Anhui Province, the minimum wage standard has been released and adjusted 14 times.

Due to differences in the level of economic and social development, the adjustment pace and absolute level of minimum wage standards vary from place to place, but steady increases are still a trend.

What impact?

——It will play a direct role in stimulating the wage level of low-income groups; it will benefit workers generally

Who does the minimum wage apply to?

According to public information, a province’s minimum wage standard is generally applicable to various types of enterprises, individual economic organizations, private non-enterprise units, state agencies, public institutions, social organizations and laborers who have established labor relations with them within the administrative region.

This means that the adjustment of the minimum wage standard will have a direct impact on employers and some workers.

Looking at the employer, it is a rigid requirement that the remuneration paid to workers should not be lower than the local minimum wage standard.

Moreover, the minimum wage standard does not include wages for extended working hours, allowances for special working environments and conditions, and labor welfare treatments stipulated by laws, regulations and the state.

Looking at the workers, raising the minimum wage will directly boost the wages of low-income groups.

It is understood that after excluding factors such as overtime wages and allowances under special working environment conditions, the wages received by some workers are the basic wages, and the actual implementation is the minimum wage standard.

But how to find a balance between the labor cost of enterprises and the income of laborers?

How does the minimum wage affect the job market?

From June to July last year, Liaoning Province carried out this evaluation work through sampling survey and statistical analysis.

The impact of the minimum wage standard on the labor cost of enterprises, the labor market, industrial transfer and industrial transformation and upgrading, the effect on the living security of workers, the impact on the wage income of front-line workers, and the relationship with local economic development and prices are all under evaluation. scope.

"Combining economic and social development and labor employment situation", "stable and moderate" and "dynamic improvement" are the key terms of minimum wage adjustment mentioned by many localities and relevant experts.

In addition, after the minimum wage is adjusted, some treatment levels linked to it will also change accordingly.

For example, many regions stipulate that the standard of unemployment insurance benefits shall be 90% of the minimum wage standard, and the sick leave wages paid by employers shall not be lower than 80% of the minimum wage standard.

The wages of workers during the probationary period shall not be lower than the minimum wage standard in the place where the employer is located, and the social security payment base will also change accordingly with the adjustment of the minimum wage standard.

"Some social security benefits and rights are based on the minimum wage standard. When the minimum wage standard goes up, the social security level will also increase accordingly, which will benefit workers generally." Zhang Libin said.
