  The Ministry of Culture and Tourism stated that China's special-grade tourism resources refer to high-quality tourism resources that are relatively independent in space, rich in cultural heritage, have strong tourist attraction and high tourism value, and are representative or unique nationwide.

The construction of the list of China's special-grade tourism resources is based on the results of the general survey of tourism resources in various provinces (autonomous regions, municipalities) (including the Xinjiang Production and Construction Corps).   It is pointed out in the recommendation guidelines and examples of China’s special-grade tourism resources released together this time that each recommended resource consists of two parts: resource name and resource description, and the resource description includes typical representative census information.

  Among them, resource names should fully express the essential characteristics of regions and resources, and avoid directly using existing tourism product names as tourism resource names.

Resource description includes resource location distribution, resource characteristics, cultural and tourism value (attractiveness), typical representatives, etc.

Typical representatives should be five-level tourism resources identified in the provincial (district, city) tourism resource census. Typical representatives in the same resource should be independent of each other and have no inclusion relationship. Upload the census (survey) form and photos of typical representatives according to the requirements of the declaration system and other information.

  Examples of recommended lists include geographical landscapes, water landscapes, biological landscapes, astronomical and climate landscapes, buildings and facilities, historical relics, tourist shopping products, and cultural activities.
