Family doctors enter the grid

Meet medical needs in a timely manner

"Thanks to the medicine you sent, the child's condition is much better." In the consultation room, Yang Jingxia, a doctor at the Public Health Center of Yuelai Town, Dayi County, Chengdu, Sichuan Province, received a message from resident Shen Qian "reporting that she is safe".

She called back and told: "If you need it, please contact me anytime. We are online 24 hours a day."

Affected by the recent epidemic, some people have more urgent medical needs.

Dayi County implemented the action of "Family Doctors Entering the Micro-Grid" in a targeted manner. Yang Jingxia and her colleagues took the initiative to go down and provide household services through "online + offline".

Local people can get consultation and treatment through a message, a phone call, without going out of the community or even their residence.

"With a family doctor joining the microgrid contact group, we feel much more at ease." Not long ago, Shen Qian, who was expecting to give birth, found abnormal fetal movement, and the local hospital was at the peak of seeing a doctor. She hurriedly contacted Yang Jingxia through the microgrid for help.

Yang Jingxia arranged a "green channel" for admission to the hospital, and a series of auxiliary examinations were also prepared in advance. Shen Qian underwent a cesarean section that night and gave birth to her daughter smoothly.

"After being discharged from the hospital, the child developed jaundice again. Dr. Yang immediately came to the door for consultation and delivery of medicine." Shen Qian told reporters that with the help of a family doctor, it is much more convenient to see a doctor.

Yang Jingxia serves more than 70 households in Yujin Community. Last month, she visited the household nearly 200 times and made dozens of consultation calls every day.

"To be able to do a good job as a family doctor without delaying the daily consultation in the hospital, the support of the micro-grid leader is indispensable."

Yang Jingxia and Deng Yan, the head of the community microgrid, are a pair of partners.

Deng Yan collects the medical needs of residents, so that people with routine diseases can quickly consult and distribute medicines in a unified manner; special groups have established ledger management, family doctors can grasp the situation of acute and severe patients in advance, and the admission and referral channels are smoother.

With the cooperation of the two parties, the quality and efficiency of family doctor micro-grid services have been significantly improved.

At present, more than 3,500 residential community (courtyard) micro-grids and nearly 1,800 rural scattered forest micro-grids in Dayi County have achieved full coverage of family doctor services.

At the same time, the micro-grid service of family doctors gives priority to key personnel such as extremely poor people, objects of subsistence allowances, registered impoverished people, and laid-off and unemployed people.

For the head of the microgrid, in order to promote family doctor services, the frequency of household visits has become higher, and they have learned more about the urgent difficulties and worries of the masses.

"The need for medical treatment is one aspect. We must reflect and solve all aspects of the needs of people who are trapped due to the epidemic." Deng Yan told reporters that some young people in the community were unable to go out to work due to the epidemic, and their basic lives were affected.

She reported to the relevant departments that she won a public welfare post; various communities in Dayi County have also opened temporary markets one after another, providing free stalls for the unemployed.

"Everyone works together to minimize the impact of the epidemic." Deng Yan said.

Concentrate on resettling the affected people

Provide housing grants

The cold wind in the deep winter swept across the mountains and valleys of Hejiazhuang Village, Datong Hui and Tu Autonomous County, Xining City, Qinghai Province, but the courtyard of villager He Juncheng's family was full of excitement.

"We plan to build another sun room next to the two-story building at home. "According to the previous evaluation and planning, and on the basis of soliciting the wishes of the villagers, we moved the people who were severely damaged by the mountain torrents to the centralized relocation and resettlement area. There are 458 sets of resettlement houses, with a unit size of 80 to 120 square meters, and are also equipped with The overall construction of medical rooms, activity squares, etc. is expected to be completed before August this year, and people who meet the standards can move in with their bags." said Tong Zhilu, director of the Housing and Urban-Rural Development Bureau of Datong County.

Supplies continue to be delivered, which adds to the protection for the winter.

"Next, we will strengthen monitoring of changes in the housing, education, medical care, employment, etc. of the affected people, and do a good job in real-time and precise assistance. The rapeseed planting industry will ensure that everyone’s life will be improved.” said Wang Deliang, a member of the party group and deputy director of the Datong County Civil Affairs Bureau.

On-the-spot visits and active investigation

Discover difficulties and provide precise assistance

At noon, as soon as Zhang Huiling entered the house after work, she could smell the aroma of food—her husband Huang Wenshui had been busy in the kitchen for a long time.

Putting down her bag, she quietly glanced at her son who was still studying in the room, and Zhang Huiling walked into the kitchen to fight her husband.

And just over a year ago, Zhang Huiling once thought that it would be difficult for her family to have such a happy scene.

Huang Wenshui's family, who lives in Jiupu Village, Chidian Town, Jinjiang City, Quanzhou City, Fujian Province, is not living well.

In March 2021, Huang Wenshui was diagnosed with liver cancer again, and his son was still in school, so he had to rely on Zhang Huiling to work alone to make ends meet.

"My salary is 2,200 yuan a month, but it costs more than 4,000 yuan a month just to buy medicine." Thinking of the hole in her home, Zhang Huiling was anxious and worried.

Introduced by the village, Huang Wenshui applied for social assistance from the town.

In August 2021, a family of three will be included in the minimum living allowance, and the reimbursement rate for medical treatment will be greatly increased. Most of the medical expenses will be reduced, and monthly security benefits will be received.

In order to effectively solve the problems faced by the poor people, since 2021, Fujian Province has carried out in-depth work on "missing protection" and "missing rescue" problems of the needy people, and "pointing out the rectification" work, establishing a dynamic monitoring information platform for low-income population, and through the comparison of multi-departmental big data , Grass-roots grid-based surveys and on-site visits, etc., proactively screened and found needy people, and adopted consolidation and improvement measures such as improving assistance guarantee standards, launching service-type social assistance pilot demonstrations, and improving the effectiveness of convenience services.

"We have monitored through the low-income population dynamic monitoring information platform that Huang Wenshui's medical expenses in 2021 still exceed 10,000 yuan. After checking the situation, we identified his family as a special assistance family." Social Assistance Section of Jinjiang Civil Affairs Bureau Section Chief Huang Chuanpei introduced that the Jinjiang Civil Affairs Bureau allocated 4,000 yuan for education, 15,122 yuan for medical treatment and 30,000 yuan for housing (renovation) for Huang Wenshui's family.

According to statistics, since 2021, Fujian Province has identified 900,000 pieces of data on suspected needy people through big data screening and comparison, and has screened a total of 1.28 million suspected needy people. , so that all should be protected and should be rescued.

Sunshine came in from the window, reflecting on the shiny gray floor tiles, freshly cooked meals were placed on the round table, and Zhang Huiling's family of three were talking and laughing while having lunch.

"My husband is recovering well, and my son is making progress in his studies. I am very content!" Zhang Huiling said.
