Liu Kai was born in September 1983. From 2009 to 2012, he served as a college student village official in Renhe Village, Potou Town, Zhenxiong County, Zhaotong City. He joined the Communist Party of China in July 2011 and joined the public security team in February 2014. He worked successively in Yongshan Ma Nan Police Station, Public Security Brigade, and Maolin Police Station of the County Public Security Bureau worked. Before his death, he was the deputy mayor of Maolin Town, Yongshan County, the director of Maolin Police Station, and the third-level police chief.
