Public spending harmful to the climate and the environment is soaring in France under the effect of measures aimed at containing the rise in energy prices, estimates the Climate Action Network (RAC) in a report published on Tuesday.

"At least 67 billion euros of public money contribute to climate change" in the state budget for 2023, according to this association which brings together major NGOs fighting against climate change, a leap compared to the 25 billion recorded in 2022.

A shield unfavorable to the climate

The RAC has chosen to include in these harmful expenses 45 billion euros of tariff "shield" put in place by the government to deal with soaring energy prices.

“We assess the expenses related to the tariff shield as unfavorable to the climate and the environment,” he explains.

"This rating is all the more relevant since the electricity consumed in France still depends in part on fossil fuels, and this to a greater extent with the reopening of the Saint Avold coal-fired power plant, but also with imports of electricity. , itself more carbon-intensive,” emphasizes the RAC.

The shield also directly subsidizes the consumption of fossil gas, recall the authors of the report.

Financing the ecological transition rather than fossil fuels

From a methodological point of view, they chose to account for all of these 45 billion (33.8 billion for electricity and 11.1 billion for gas) grossly and without subtracting part of the repayment mechanisms from renewable energies, contrary to what the State did when it presented its “green” budget.

This method of calculation makes it possible to have a “real overview of the environmental cost of the State budget”, estimates the RAC.



The latter criticizes the functioning of the shield which allows "financing of the energy consumption of the wealthiest households" and should therefore be reviewed, according to him.

In the long term, the RAC advocates the "ecological transition", believing that it has not been sufficiently initiated in France, which explains why the country is today also affected by the fossil fuel crisis.
