The revised draft puts forward new requirements for minors' medical cosmetology, mentioning that "without the consent of the minor's guardian, medical cosmetology services shall not be provided to minors".

  Many places have begun to strictly regulate

  According to Deloitte's "China Medical Beauty Market Trend Insight Report", although the growth rate of China's medical beauty market has slowed down in recent years, the growth rate is still higher than that of the global market, and the consumption of medical beauty shows a younger and online trend. trend.

The "2020 Medical Aesthetics Industry White Paper" released by Gengmei App, a medical beauty platform, shows that on the Internet medical beauty consumption platform, the "post-95s" and "post-00s" user groups accounted for 35%, 18%, and 53% respectively.

For the sake of commercial interests, some medical and plastic surgery institutions deliberately conceal the hidden dangers and risks of medical plastic surgery, exaggerate the effect of plastic surgery, and induce minors to consume impulsively.

"The current "Law on the Protection of Minors" does not have specific regulations on the issue of plastic surgery for minors, resulting in the legal and regulatory basis for the supervision of plastic surgery for minors that cannot adapt to the development of the industry."

  According to the above revised draft, anyone who violates the relevant provisions of these Regulations and provides medical beauty services to minors without the consent of their guardians shall be ordered by the health department to make corrections, be given a warning, and be fined not less than 10,000 yuan but not more than 50,000 yuan. Fines; if they refuse to make corrections or cause serious consequences, the directly responsible supervisor and other directly responsible personnel shall be given or ordered to be punished by lowering their post level or dismissed from their posts, and the relevant medical personnel may be ordered to suspend their practice for more than 1 month but not more than 6 months Activity.

  Previously, many cities have formulated local regulations for minors' medical cosmetology.

  Industry accelerated adjustment

  In fact, starting from 2021, the medical aesthetics industry is facing a new round of strong supervision, which has penetrated into all links of the industrial chain, and the process of industry standardization is accelerating.

  After sorting out by the reporter, the industry entities involved in this round of supervision almost cover the entire link of the industrial chain, including upstream raw material, consumables, and equipment manufacturers, midstream private medical and aesthetic institutions, public hospital cosmetic and plastic surgery departments and related practitioners, downstream Medical beauty advertisements, medical beauty apps and other channels, as well as the "medical beauty loan" business on the consumer finance side.

Under strong supervision, the enthusiasm for investment and financing in the field of medical aesthetics will subside in 2022.
