This bamboo book consists of 124 bamboo slips, complete in content and nearly 3,000 characters in total. The unseen lost books of the pre-Qin period are of great significance to the study of thoughts and official systems in the pre-Qin period.

The Emperor of Heaven then created the "five punishments" to control the flood, and the smooth implementation of the five punishments successfully suppressed the flood.

The Emperor of Heaven therefore ordered Shen Buwei to grant Xia Qi the "Five Penalties" to guide him in governing the country.

  The five punishments are the core idea of ​​"Shen Buwei". Its specific content includes five aspects, five elements, five sounds, five colors, and five flavors. , loyalty, the five elements are gold, wood, water, fire, and earth, the five sounds are Gong, Shang, Jiao, Zheng, and Yu, the five colors are green, red, white, black, and yellow, and the five flavors are bitter, sweet, sour, salty, and pungent. It belongs to the yin-yang and five-element thought popular in the Warring States Period.
