The Ministry of Transport recently announced the "Regulations for Railway Passenger Transport" (hereinafter referred to as "Passenger Regulations"). A reporter from Beijing Youth Daily noticed that the new "Passenger Regulations" revolve around the sales standards of children's tickets, group discount (waiting) tickets, rebooking and refunds, etc. The key links of ticketing have been revised and improved.

Among them, the sales of children's tickets will be divided into real-name system and non-real-name system, and children's tickets will be sold according to age and height.

In addition, the content about "seat occupancy" has also been written into the "Passenger Regulations", which stipulates that railway transportation companies should report to the public security organs in a timely manner when they find out that they have altered or forged tickets or certificates, seat occupancy, or other behaviors that disrupt order.

The Guest Regulations will come into effect on January 1, 2023.

  It is understood that the original "Guidelines" (Tieyun [1997] No. 101) was a normative document of the former Ministry of Railways, formulated under the unified management system of railway government and enterprise.

In recent years, the reform of the separation of government and enterprises in the railway industry has continued to deepen, and tremendous changes have taken place in the field of railway passenger transportation.

Parts of the original "Passenger Regulations" do not match the new requirements of the railway government-enterprise reform reform, and do not conform to the actual situation of railway passenger transport. There are still many contents that are lagging and missing, and need to be adjusted or supplemented.

In order to better adapt to the new situation and new requirements of railway reform and development, regulate the behavior of passengers and railway transportation enterprises, and protect the legitimate rights and interests of passengers and railway transportation enterprises, the "Passenger Regulations" have been revised and improved and upgraded to departmental regulations.

  Children's tickets are sold in two situations

  The new "Guest Regulations" has 9 chapters and 52 articles.

Among them, some revisions have been made around the key links of ticketing to effectively protect the safety and legitimate rights and interests of passenger transportation.

For example, focus on the sales standards of children's tickets that are concerned by the society, distinguish between real-name and non-real-name tickets, sell children's tickets according to age and height, and effectively provide discounts and conveniences for children to buy tickets and ride trains.

The new "Passenger Regulations" stipulates that, except for students who need to commute to school by train and children who are agreed to be supervised by the railway transportation company during the journey, children who are under the age of 14 under the real-name system of tickets or under 1.5 meters in height without the real-name system of tickets , should travel with adult passengers.

  If the real-name ticket system is implemented, children over the age of 6 and under the age of 14 should purchase children's discount tickets; children over the age of 14 should purchase full-price tickets.

Each ticket-holding adult passenger can take one child under the age of 6 who does not occupy a seat alone on the bus for free; if there is more than one child, the excess number should purchase a children's discount ticket.

  If the real-name ticket system is not implemented, children between 1.2 meters and less than 1.5 meters in height should purchase children's discount tickets; children over 1.5 meters in height should purchase full-price tickets.

Each adult passenger with a ticket can take a child whose height is less than 1.2 meters and does not occupy a seat alone;

  The refund will be completed within 7 working days

  The new "Guest Regulations" stipulates that preferential (waiting) tickets be implemented for groups such as students, disabled soldiers, disabled people's police, and disabled personnel of the national comprehensive fire rescue team.

Regarding the link of rebooking and refunding tickets, the principle requirements for rebooking and refunding under various circumstances are clarified, and the refund period is also clarified to ensure the maximum protection of the legitimate rights and interests of passengers.

  For example, if the passenger cannot take the train according to the time, train number, carriage number, seat type and seat number recorded in the ticket due to reasons of the railway transportation company or other abnormal transportation circumstances such as natural disasters, the railway transportation company shall refund the ticket or Passengers are transported by other trains or seats.

If the fare of the rearranged seat is higher than the original fare, the excess part will not be charged; if it is lower than the original fare, the fare difference shall be refunded.

For the circumstances specified in the preceding paragraph, the railway transport enterprise shall not charge refund fees.

After the passenger handles the refund and applies for a refund, the railway transportation company shall complete the refund procedures within 7 working days.

The new "Passenger Regulations" also link up with the real-name system management measures for railway passenger tickets, clarify the real-name system management of tickets, and effectively maintain the order and safety of railway passenger transportation.

  Formulate emergency response plans

  In terms of optimizing passenger boarding and luggage transportation, the new "Passenger Regulations" stipulate that railway transportation companies should provide services such as priority ticket purchase and priority travel for active soldiers, disabled soldiers, survivors of martyrs, old, young, sick, disabled and pregnant passengers, etc. Protection of the rights and interests of special passengers; require railway transportation companies to formulate emergency response plans for situations that have a major impact on passenger travel, and take rescue measures for sudden illnesses of passengers to effectively protect the lives and health of passengers; require railway transportation companies to specify the items that passengers carry with them Passengers should also abide by the relevant national regulations on prohibition and restriction of transportation to effectively ensure travel safety; it also clarifies the circumstances of railway transportation companies refusing to transport and charging fares.

  Regarding passenger complaints and suggestions, the new "Passenger Regulations" stipulate that passengers have the right to complain to the railway transportation company or to the railway supervision department regarding the quality of railway passenger transportation services.
