A 3-year-old girl died of heat stroke on a school bus at a certified children's center in Makinohara City, Shizuoka Prefecture. As a result, we issued an improvement recommendation to the operating corporation of the child institution.

On the 5th of last month, a 3-year-old girl died of severe heat stroke after being left in a school bus for about 5 hours at a certified children's center "Kawasaki Kindergarten" in Makinohara City.



In response to this, the prefectural and city governments conducted a special audit of the children's center. As a result, there were no rules such as the operation of the shuttle bus or specific instructions for the staff, and there was no organizational system in place. It was confirmed that there was a legal violation in the safety management system, such as the procedure for confirming with the guardian of the child who was not found even though it was not there.



For this reason, on the 14th, the prefecture and the city issued an improvement recommendation to the school corporation "Haibara Gakuen", which operates the kindergarten, based on the Authorized Children's Center Law.

The recommendations include


the creation of a manual that clearly states the roles of shuttle bus drivers and crew members, clarification


of procedures and check systems for checking with parents when confirming attendance, and


dissemination of the manual to staff and practical training


. We are looking for improvements in five areas.



Director Takuyasu Urata of the Shizuoka Prefectural Welfare and Longevity Bureau said, "We will check the status of improvement efforts locally and encourage their implementation."
