China News Service, Urumqi, October 9 (Pan Qi) On the evening of the 9th, Xinjiang held a press conference on the prevention and control of the new crown pneumonia epidemic.

At the meeting, Irzati Zada, deputy director of the Xinjiang Health and Health Commission, said in response to a reporter's question: "Our district has strengthened the supervision of nucleic acid testing laboratories in two aspects. Supervision and management; the second is to supervise and manage laboratories in the process of large-scale nucleic acid testing under emergency conditions.”

The first is the daily supervision and management of nucleic acid testing institutions during the normalization of epidemic prevention and control.

Irzati Zada said that the first is to ensure good access.

Xinjiang strictly manages the qualifications of nucleic acid testing laboratories and testing personnel, and requires that medical and health institutions that conduct nucleic acid testing for the new coronavirus must meet the requirements of biosafety level 2 and above and PCR laboratory conditions. The inspection work can only be carried out after the technical review at the autonomous region level is passed.

At present, the testing tasks in Xinjiang are undertaken by medical and health institutions at all levels and the CDC.

Personnel engaged in nucleic acid testing must be health technicians who have passed the technical training and assessment of institutions designated by the Xinjiang Health and Health Commission, and hold a PCR testing certificate to ensure that the testing personnel have professional knowledge and capabilities that match their work.

The second is to carry out laboratory quality control quality assessment on a regular basis.

Xinjiang will use unannounced inspections and technical spot checks to test whether the laboratory has implemented relevant systems.

In addition, laboratories are required to participate in the inter-laboratory quality evaluation work at or above the provincial level every month, and the national or Xinjiang clinical inspection center will issue blind samples for evaluation. For laboratories that do not participate in the quality evaluation as required or have unqualified results, their new crown will be suspended. Virus nucleic acid detection work and require rectification.

If the rectification is not in place or the quality assessment is still unqualified, the qualification for carrying out the new coronavirus nucleic acid test will be cancelled.

The third is to strengthen the daily supervision and investigation and rectification of nucleic acid testing institutions.

Xinjiang has established a monthly graded and classified supervision and inspection mechanism, ordered immediate rectification of quality problems and potential safety hazards found, and tracked the implementation of rectification.

At the same time, all localities are required to establish a normalized inspection mechanism, conduct a comprehensive inspection of laboratories within their jurisdictions every quarter, and promptly announce to the public the list of institutions that fail to pass inspections, which can be inquired through the official website of the local health and health commission.

Fourth, establish an exit mechanism for nucleic acid testing institutions.

While conducting green light approval for eligible entities, resolutely implement the yellow light rectification and red light exit mechanism.

If there are many complaints and reports, outstanding quality problems, bad practice behavior, or unqualified inter-laboratory quality assessment, a "yellow light" will be displayed to warn, circulate criticism, and urge immediate rectification.

For those who have issued false test reports and used non-health technicians to conduct testing work, etc., the "red light" will be directly revoked in accordance with the law.

Those suspected of committing a crime shall be transferred to the public security organ for investigation according to law.

All localities will also publish relevant notifications and the results of supervision and inspection in a timely manner to accept supervision from all walks of life.

Irzati Zada also said that in the process of large-scale nucleic acid testing in the event of a clustered epidemic, our supervision of laboratories is to provide large-scale testing laboratories, especially daily inspections, on the basis of daily management inspections. For key laboratories with many problems in supervision, a large number of testing tasks, or the task of testing samples sent from isolation points, quality supervisors are stationed or daily inspections are carried out, focusing on supervising whether laboratory technicians operate in a standardized manner and whether the testing samples match the received samples. , whether the report of the test results is accurate, etc., and make a record of the problem to prevent the related situation from happening again.
