At present, there are 6,470 destitute elderly people in the district who have achieved centralized support.

  Chen Fanyan, deputy secretary of the party group and director of the Tibet Autonomous Region Civil Affairs Department, introduced at the press conference that over the past ten years, Tibet has continued to make efforts in basic people's livelihood security, grass-roots social governance, and basic social services.

  He said that in terms of people's livelihood security, in the past ten years, Tibet has basically built a social assistance system covering both urban and rural areas.

The number of destitute people in Tibet has dropped from 15,900 in 2012 to 12,900 in 2021.

At the same time, the intensity of temporary assistance will be increased, and the number of temporary assistance personnel will increase from 6,900 in 2012 to 21,500 in 2021.

  From 2012 to 2021, the average subsistence allowances for urban and rural areas in Tibet have increased by 2.23 times and 3.16 times respectively; the basic living standards of the extremely poor people have reached or exceeded the local minimum living allowance standards by 1.3 times and 1.5 times; the basic living standards of orphans have reached the average 1250 yuan per person per month (RMB, the same below).

From 2012 to 2021, the region has implemented a total of nearly 8.5 billion yuan in aid and subsidy funds for people in need, and the standard of basic livelihood security in Tibet has been continuously improved.

  "Over the past ten years, the coverage of basic livelihood security has continued to expand." He said that the civil affairs departments at all levels in Tibet have included de facto unsupported children into the scope of protection, established a care service system for the left-behind elderly, women and children in rural areas, and established a new adult protection system.

A living allowance system for the disabled and the nursing allowance system for the severely disabled have been established, benefiting nearly 137,000 disabled people in total, and implementing the “two subsidies” for disabled people with a fund of 960 million yuan.

  Chen Fanyan said that over the past ten years, the elderly care service system in Tibet, which is coordinated by home-based community institutions and combined with medical care and health care, has become increasingly sound.

Up to now, there are 145 various elderly care service institutions and facilities in the region with 13,000 beds.

Old age allowances for the elderly, pension service subsidies, nursing subsidies for disabled elderly, comprehensive subsidies and other systems have been continuously improved, benefiting nearly 67,000 elderly people.
