A new mechanism for the operation of public hospitals

  Jiao Yahui, director of the Medical Administration and Medical Administration Bureau of the National Health and Health Commission, pointed out that since the 18th National Congress of the Communist Party of China, public hospitals have focused on "three transformations and three improvements", strengthening party building, clinical specialty capacity building and talent team building, and operating a new mechanism with public hospitals.   The "three transformations" refer to the transformation of development mode from scale expansion to quality and efficiency improvement, the transformation of operation mode from extensive management to refined management, and the transformation of resource allocation from focusing on material factors to focusing on talents and technologies.

"Three improvements" are to improve the quality of medical services, improve the efficiency of medical services and improve the enthusiasm of medical staff.

  "We use the 'national examination' as a baton to continuously promote the high-quality development of public hospitals." Jiao Yahui introduced that second-level public hospitals and third-level public hospitals have launched full-coverage performance appraisals, which are called "national examinations" in the industry. .

  She pointed out that through years of hard work, the modernization level of hospital management has been continuously improved, the overall medical service quality and medical safety status have also continued to improve, and the goal-oriented quality improvement work has achieved remarkable results.

Multiple measures to improve medical services

  It is understood that a series of measures to improve medical services, such as appointment diagnosis and treatment, multidisciplinary diagnosis and treatment, clinical pathway management, high-quality nursing services, day surgery, and labor analgesia, have also been promoted nationwide.

  According to incomplete statistics, so far, 50% of the country's second-level and above public hospitals have carried out appointment diagnosis and treatment services, and more than 4,800 hospitals can provide accurate time-based appointment diagnosis and treatment.

More than 2,000 hospitals provide a multidisciplinary diagnosis and treatment service model.

Nearly 60% of the third-level public hospitals and 36% of the second-level public hospitals have carried out day surgery, and there are more than 700 national first-level recommended catalogs for day surgery.

  "A long-term prescription for chronic disease patients is issued in primary medical institutions, that is, a prescription can be extended to two or three months, reducing the need for chronic disease patients who take long-term medication to travel back and forth between medical institutions and their families." Jiao Yahui pointed out that in particular, It is during the epidemic that the long-term prescription policy has benefited more patients with chronic diseases.

  Jiao Yahui mentioned that the pilot work of labor analgesia has also achieved very good social effects.

Labor analgesia rates in pilot hospitals increased from 28% in 2017 to 53%.

  The "Five Centers"—chest pain center, stroke center, trauma center, high-risk maternal treatment center, high-risk child and neonatal treatment center, have played an important role in saving the lives of patients as the focus of improving emergency first aid capabilities.

At present, there are more than 14,000 "five centers" in the country.

  At the same time, the construction of telemedicine services and smart hospitals continues to advance, and Internet technology is used to extend the time and space of medical services, so that high-quality medical services can reach patients.

In addition, efforts should be made to strengthen children's medical and health services, strengthen the treatment of children with serious diseases; solve the "digital divide" problem in the process of seeing a doctor for the elderly; treat the serious illness of the rural poor as an important part of health poverty alleviation, and strengthen "one old and one small". and other vulnerable groups get a sense of medical treatment.
