On September 23, the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, presided over a press conference of the "Guidance and Coordination Group for Epidemic Response", explaining the adjustment of entry quarantine arrangements.

Li Jiachao said that as the number of confirmed cases has gradually stabilized, the Hong Kong SAR government has announced four measures to facilitate entry into Hong Kong after balancing various factors.

First of all, the quarantine arrangement for those arriving from the airport from overseas or Taiwan has been changed from the current "3+4" to "0+3".

Second, cancel the requirement for passengers to submit nucleic acid tests before boarding and replace them with rapid antigen tests.

Third, lift the restriction that Hong Kong residents who have not completed their vaccinations cannot board the plane.

Fourth, the "Easy to Hong Kong" and "Easy to Return to Hong Kong" programs will not have a limit and will be applicable to people from all places in the Mainland and Macau.

Li Jiachao said that the four measures will take effect next Monday, September 26.
