Mahjoub Zweiri, professor of Gulf and Iran Studies at Qatar University, said that the new text of the agreement stipulates a return to the 2015 agreement that obligates Iran to stop uranium enrichment in return for lifting sanctions, especially in the field of energy.

He added that the Europeans had talked about the latest draft agreement last January before the Russian war on Ukraine, but what is new in their talk now is that they demanded Iran to agree to the agreement in full or to reject it completely, because they see that negotiating the agreement has taken too long, especially After increasing their suffering from weak energy supplies, especially after the sanctions imposed on Russia due to its war on Ukraine.

Zweiri revealed that Washington is satisfied with the wording presented by the European envoy for the agreement, in return;

Tehran was not satisfied with the wording, especially with regard to the file of the International Atomic Energy Agency, which works to monitor the Iranian nuclear program, because it has more than a million documents on the Iranian nuclear program, and in light of the fact that America and Europe rely on the agency's assessments in making their decisions.

In turn, Hassan Ahmadian, a professor of Middle Eastern studies at the University of Tehran, believes that the European proposal does not carry Iran's aspirations for the agreement, and it also contains two important loopholes related to the technical aspect, which Tehran sees as interconnected and the agreement cannot proceed without detailing everything.

He added that Iran is studying the proposals submitted through a specialized team, but their apparent reservations so far indicate their rejection of this proposal, noting that Iran is not demanding everything at the present time, but it wants to reap the largest amount of economic gains in exchange for stopping its nuclear file, which it did not find. Guarantees in the agreement.

He ruled out entering into a new round of negotiations, because if Iran is left without signing an agreement, it will advance significantly in its nuclear program, which neither America nor its allies want, so they must work to reach an agreement as soon as possible that gives everyone the required parallel.

time is running out

For his part, John Tierney, Executive Director of the Center for Arms Control and Nuclear Non-Proliferation, said that the two sides are playing on the factor of time, and each side is seeking to obtain many gains, and "after Tehran obtained many gains, the most important of which is the lifting of sanctions, before it sets new conditions, which is What European countries refused.

On the internal political benefit in America in the event of an agreement being reached, John Tierney stressed that the nuclear agreement does not mean the administration of US President Joe Biden with electoral matters, because it seeks to reach a good agreement without loopholes that can be manipulated in the future by any party.

He called on Iran to take a political decision in signing this agreement because it is the best it can reach, and there is no way to set last-minute conditions as it did with the previous agreement because time is running out.

Saleh Al-Mutairi, head of the Al-Madar Center for Political and Strategic Studies, stressed that the US and European priority at the present time is to limit Iran's enrichment of uranium and prevent it from acquiring a nuclear weapon, in exchange for lifting the sanctions imposed on Tehran since 2018.

He added that Europe and the United States are seeking to close this file due to the large number of files open to the West, such as the Russian war on Ukraine, the escalation between China and Taiwan, not to mention the global energy crisis. file.
