This kind of shopping link sells goods to the elderly at a price much higher than the market for profit.

  The reporter learned from the Beijing Cultural Market Comprehensive Law Enforcement Team that since entering the peak summer tourism season, the team has carried out special rectification actions for elderly care fraud in the cultural and tourism field, and severely cracked down on operating travel agencies without permission and deceiving the elderly to travel at unreasonably low prices. Illegal and fraudulent behaviors, a number of illegal and illegal cases involving "senior tour groups" have been investigated and dealt with, and the legitimate rights and interests of the elderly have been vigorously protected.

  In early July this year, after receiving a clue that a travel agency in Beijing was suspected of organizing tourism business activities in violation of laws and regulations, the team immediately began to dig deep.

After investigation, since its establishment in November 2016, the travel agency has set up many branches in Beijing, Tianjin and other places, and illegally promotes travel stored-value card items to elderly customers.

The corps adopted the methods of intercepting inspections during the itinerary and door-to-door surprise inspections, promptly fixing the chain evidence of illegal acts, filing a case for a number of illegal acts in the travel agency according to law, and quickly imposed administrative penalties.

  In mid-July, law enforcement officers found a "black car" carrying dozens of elderly groups during their daily inspections at the Liuliqiao North Bus Station on the West Third Ring Road. They immediately followed up with the group for inspection. A farmhouse used free travel as a gimmick to sell organic vegetables and eco-agricultural picking to the elderly by means of product exhibitions and trade fairs, which seriously disrupted the order of the tourism market.

  In early August, the corps team, together with the public security and traffic, conducted a joint law enforcement inspection around the Tuanjiehu subway station on the East Third Ring Road and found that a tourist bus was carrying dozens of elderly people. It was authorized to organize a "two-day trip" for the elderly to go to Beijing on Bashang Grassland, Hebei. For this, the team immediately imposed an administrative penalty on the company according to law.

  While cracking down on all kinds of illegal and chaos, the team insisted on co-governing the source and destination of tourists. In response to the illegal act of providing "discounted tickets" to illegal "senior groups" in a scenic spot in Pinggu District, according to the "Beijing Tourism Management Regulations" ” imposed a maximum fine of 50,000 yuan. This case is the “first case” of Beijing’s punishment for scenic spots.

  According to reports, since the launch of the special operation, the corps team, together with public security, transportation and other departments, has dispatched more than 1,500 law enforcement officers, inspected more than 600 tourist groups, and jointly destroyed several illegal "one-day tour" elderly groups, and successively investigated and punished 5 companies. The unit organized elderly citizens to go to Huludao City, Liaoning Province, Tangshan City, Hebei Province, Chifeng City, Inner Mongolia and other places without authorization for more than 10 illegal group tours, effectively cracking down on illegally engaging in inter-provincial tourism business activities.

In addition, the corps team will promptly transfer the criminal clues of a number of illegal elderly tourism groups investigated and dealt with to the public security department in accordance with the "Beijing Administrative Law Enforcement Organs Transferring Suspected Criminal Cases" to further investigate the criminal responsibility of the criminals.

  While severely cracking down on illegal old-age fraud in the cultural tourism market in accordance with the law, the team also insisted on taking multiple measures to strengthen legal publicity.

Law enforcement officers went deep into cultural and tourism business sites, key scenic spots, etc., and focused on publicizing the characteristics and methods of pension fraud to the elderly face-to-face.
