When he took office for one month, he said in an interview that serving the society and the public is the proper attitude of civil servants in the Hong Kong SAR.
As a key project implemented by the SAR government to strengthen the training of civil servants, the Hong Kong SAR Civil Service Academy was established in December 2021. It is committed to providing diversified projects, including leadership training, international vision and political acumen enhancement, etc., to meet the needs of civil service construction.
In Guo Yinshu's view, the first condition for civil servants in the Hong Kong SAR is to be patriotic.

Today's Hong Kong civil servants, the first requirement he must meet is that he can cooperate with the country's development, and in the current international situation, where we are in the time and space, his interests are the interests of national sovereignty, security and development. The biggest key, so I think the first one is that as a civil servant, you must be patriotic. If you are not patriotic, you should not participate in the work of any system in the country's operation.
[Explanation] Guo Yinshu said that strengthening the civil servants' understanding of the Constitution, the Hong Kong Basic Law and the Hong Kong National Security Law, as well as their understanding of national affairs, is the top priority of training.

[Explanation] Guo Yinshu introduced that in terms of training mode, in addition to holding training courses in Hong Kong, the college will also arrange training courses in the Mainland and overseas for civil servants, especially planning and strengthening training courses, special inspections and exchange activities for civil servants in the Mainland. What we have always done is to put an officer in a certain position, let him observe closely, and even join in discussing some work matters, so that he can have a deeper understanding of whether they are in the Mainland or equivalent officials, and their operations. What difficulties do they face.
Because of the epidemic in the past two years, we have actually suspended many training programs and exchange programs, and now they can resume to a limited extent. One of them, we started school in Beijing in August, and cooperated with our Civil Service Bureau at Peking University. For some senior civil servants, we just sent them to the mainland. Their master's program lasts for two years, and they spend a full year in Beijing to study there.
[Explanation] Since joining the Hong Kong Police Force as an Inspector in 1990, Guo Yinshu has worked in different management positions, and has served as Senior Superintendent, Chief Superintendent, Assistant Commissioner and Deputy Commissioner of Police until April 2022. retired from the police force.
Kwok Yam-shu said that, thanks to the valuable experience he has gained in different positions in the police force over the past 30 years, coupled with his own personal characteristics, he is confident that he will make a unique contribution to the development of the Civil Service Academy in the future.
