KDDI's large-scale communication failure that occurred on the 2nd of last month made it difficult to use voice calls and data communications nationwide for more than two and a half days, and the number of affected users, including subsidiaries, was the largest ever. It climbed to more than 30.91 million people.



On the 3rd, Minister of Internal Affairs and Communications Kaneko called KDDI President Makoto Takahashi and others to give administrative guidance to prevent recurrence.



It will be the first administrative guidance in the name of the minister for communication failure.



Among them, we are calling for the establishment of procedures for recovering from the state of "congestion" where communication access is concentrated, and improvement of the content and frequency of notification to users.



On the other hand, the Ministry of Internal Affairs and Communications will set up a study group with mobile companies and experts to participate in the next month toward the introduction of "roaming" that can use the network of other companies in the event of a disaster or communication failure. .



The study group will consider standards such as the scale of communication failures during roaming and securing a function to call back the caller in the case of an emergency call such as 119, and plans to compile a basic direction by the end of the year.

Regarding the introduction of roaming, Minister of Internal Affairs and Communications Kaneko told reporters, "There are a wide variety of issues that need to be considered, such as operational rules and equipment repairs, but we need to develop an environment that allows emergency calls to be used continuously in emergencies such as natural disasters and communication failures. As a top priority, we will promptly proceed with consideration for early realization."
