Enrollment and signing the "Progress Guarantee Agreement" to study in two places for three years

More than 200 students in Hebei went to a "fake high school"?

In 2019, Liu Zhuo (pseudonym), who lives in Quzhou County, Handan City, Hebei Province, and Zhang Xiaoqiang (pseudonym), who lives in Lingshou County, Shijiazhuang City, respectively, after the high school entrance examination, and Hebei Huina Education Investment Co., Ltd. (hereinafter referred to as "Huina") Education") signed the "Hebei Huina Education Investment Co., Ltd. Hengzhong Model Lingshou Hujiatuan High School Guaranteed Undergraduate Enrollment Agreement" (hereinafter referred to as the "Basic Guarantee Enrollment Agreement"), and enrolled in Lingshou Hujiatuan High School with an annual tuition fee of 8,000 yuan .

In the past three years, Liu Zhuo, Zhang Xiaoqiang and more than 200 classmates have successively studied in different schools in Lingshou County and Gaocheng District of Shijiazhuang City under the arrangement of Hebei Huina Education.

This year, their total scores in the college entrance examination were more than 200 and more than 300 respectively, and neither of them reached the college entrance examination score line of Hebei Province.

On July 28, a reporter from China Youth Daily and China Youth Daily saw at the office of Hebei Huina Education located in Luquan District, Shijiazhuang City, that according to the "Basic Guarantee Agreement" signed at the beginning, students and parents who came to refund the fees. There was a long queue.

"There is not a single undergraduate degree among the candidates this year!" Facing the parents' accusation, the staff of Hebei Huina Education responded that several art candidates have reached the undergraduate score.

While reflecting on their own experiences, some parents of candidates also expressed their hope to remind candidates that they must keep their eyes open in the process of further studies, and do not believe in false propaganda, so as to avoid falling into the "enrollment trap" by mistake.

Students with a score of 380 or above in the senior high school entrance examination can sign the "Progressive Advancement Agreement"

After the high school entrance examination in 2019, Liu Zhuo, a candidate in Quzhou County, Handan City, failed to be admitted to the local high school of his choice.

A junior high school teacher told her that there is a "Hengzhong Model" high school in Shijiazhuang City that is recruiting students in Quzhou County, and you can consult.

So, Liu Zhuo and his parents came to the school's enrollment location in the county.

In a hotel in the county seat, a staff member from Hebei Huina Education received them.

Liu Zhuo recalled that the admissions staff promised that they would adopt the management model of Hengshui Middle School, and that students with a score of 380 or above in the middle school entrance examination could sign the "Proceeding Agreement on Capital Guarantee".

Liu Zhuo's father admitted to reporters that the final decision to enroll his children in this school was precisely because of the "Hengzhong Management Model" and "Profit-to-School Agreement" that the admissions staff strongly recommended to them.

On the "Proceedings with Capital Guarantee Agreement" provided by Liu Zhuo, the reporter noticed that Party A is Hebei Huina Education Investment Co., Ltd., and Party B is the student's name and ID number.

The content of the Agreement on Guaranteeing Higher Education stated, "In order to meet the development needs of the market and train more students to enter undergraduate colleges and universities, after negotiation between Party A and Party B, Party B voluntarily enters our school's guaranteed class to study."

In the "training model" item, the agreement stipulates, "We adopt the management model of Hengshui Middle School to conduct full-time teaching, and conduct full-time education and management of Party B's students. The study period is 3 years. After registering with our school, three years later Our school is responsible for organizing students to participate in the college entrance examination registration and national unified college entrance examination. It guides students to apply for the test, and is responsible for students being admitted to undergraduate colleges. When students successfully complete this stage of study, our school will issue a high school graduation certificate."

The item "Rights and Obligations of Party A" shows, "In order to make Party B's students improve their grades as soon as possible, our school's admissions and admissions for guaranteed class students in principle require admissions with a score of not less than 380 in the high school entrance examination, and the total score in the college entrance examination reaches the undergraduate level. The above, and is responsible for guiding students to apply for admission to colleges and universities.”

At the same time, the agreement also clarifies that "Party B's grades have not reached half of the tuition fees paid by the undergraduate line, and the school will enjoy the admission of relevant state-run colleges and higher vocational colleges in Hebei."

A reporter from China Youth Daily and China Youth Daily noticed that the agreement was stamped with the official seal of Hebei Huina Education Investment Co., Ltd., as well as the handwritten signatures and fingerprints of the parents of the students.

In September 2019, Liu Zhuo came to Hujiatuan Senior High School in Lingshou County, Shijiazhuang City to register for school.

After arriving at the school, Liu Zhuo found that among his classmates, there were many students from Handan, most of whom were students from Quzhou County, and most of the others were local students from Lingshou County.

The three years of high school were arranged to study in different schools in the two places.

Zhang Xiaoqiang, a student from Lingshou County, Shijiazhuang, met the admissions staff of Hebei Huina Education at the entrance of the junior high school where he had studied.

Zhang Xiaoqiang's mother told reporters that they also signed the "Agreement on Guaranteeing Higher Education".

"What we thought was Lingshou Hujiatuan Senior High School." She emphasized that Lingshou Hujiatuan Senior Middle School has been running for more than 20 years in the local area.

After school started, Zhang Xiaoqiang found that the students recruited by Hebei Huina Education were different from those of Hujiatuan Senior High School. "We have 5 classes in total, occupying a separate floor of the teaching building."

Their teaching management and teachers are also different from those of Hujiatuan high school students, and they don't even eat, bathe, and run together.

What they didn't expect was that in September 2020, after a year of schooling at Hujiatuan Senior High School in Lingshou County, these about 200 students were suddenly required to move to Mingze Vocational Secondary School in Shijiazhuang City, Gaocheng District.

After arriving in Gaocheng, Liu Zhuo found that they were taking classes with 3 technical secondary school classes of the same level in Shijiazhuang Mingze Vocational Secondary School. Their teachers taught high school courses and also taught secondary school students.

The teachers who taught them also started to leave their jobs. There used to be one class teacher in each class, but "then three classes shared one class teacher." Only self-study."

The company involved does not respond to whether it has the qualification to run a regular high school

During the sophomore exam, some students found that they did not have high school status.

Zhang Xiaoqiang introduced that 14 students in his class had no student status, and other classes also had this situation.

To this end, in November 2021, some parents reported the situation to the relevant departments of Shijiazhuang City through relevant online platforms.

Shijiazhuang Education Bureau responded by leaving a message: "After investigation and verification, Lingshou Hujiatuan High School is a private ordinary high school in our city. After investigation, the school planned to enroll 80 students in other cities in 2019, and actually enrolled 106 students. As a result, the 26 students admitted by the super plan have not yet registered for high school status. At present, after the school has negotiated with the parents of the relevant students, 26 students have been assisted to register for the college entrance examination as social candidates..."

Zhang Xiaoqiang said that in the third year of high school, they did not participate in the mock exam before the college entrance examination uniformly organized by Shijiazhuang City.

As the college entrance examination approached this year, Zhang Xiaoqiang and his classmates were arranged to go back to Lingshou County to take the college entrance examination.

A reporter from China Youth Daily and China Youth Daily found through the "Tianyancha" app that the business scope of Hebei Huina Education Investment Co., Ltd. Project management, investment information consulting (excluding financial, securities, and futures investment consulting), educational software development, enterprise management services, etiquette services, event planning, cultural and artistic exchange planning, conference services, design, production, and domestic advertising business , release domestic outdoor advertising business".

Among them, there is no general high school education.

On the afternoon of July 28, a staff member of Hebei Huina Education was interviewed by a reporter from China Youth Daily and China Youth Daily.

He told reporters that Shijiazhuang Mingze Vocational Secondary School is a vocational secondary school under their company.

At present, the company is making corresponding refunds to the parents of students who have signed the "Profit-to-School Agreement".

However, he did not respond to whether the company has the qualifications for running a general high school education, only saying that it is running a school in cooperation with Lingshou Hujiatuan Senior High School.

On July 29, at Lingshou Hujiatuan Senior High School, the founder of the school, Bai Xianghu, provided reporters with the cooperation agreement between the school and Hebei Huina Education Investment Co., Ltd.

According to the agreement, Party A is escorting Tuan Senior High School for Lingshou, and Party B is Hebei Huina Education Investment Co., Ltd.

Party A will set up the school and Party B to open the special class of Hengzhong mode for students from other than Lingshou.

This cooperation runs from January 19, 2019 to June 15, 2027.

In the item "Rights and Obligations of Both Parties", Party A provides some school-running venues and school-running qualifications, charges accommodation and management fees of 1,500 yuan per student per year, and is responsible for the registration of cooperative students.

Party B is responsible for enrollment and publicity work, education and teaching work, sharing the high-quality resources of the cooperative colleges and universities, responsible for all the costs of management and teaching for some of the cooperative students, and paying the management fees to Party A on time.

Bai Xianghu told reporters: "The second year after the agreement was signed, the cooperation was terminated because our school dormitory was tense."

On the afternoon of July 29, a staff member of the Lingshou County Education Bureau said that the Shijiazhuang Municipal Education Bureau is responsible for the registration and management of high school student status, and it has not been handled by the Lingshou County Education Bureau. They are not clear about the cooperation of Huiner Education Investment Co., Ltd.

Subsequently, the reporter contacted the Shijiazhuang Municipal Education Bureau on the matter, and a staff member said that he would ask the responsible leaders for instructions on the matter.

As of press time, the reporter has not received a reply.

This newspaper will continue to pay attention to this matter.
