The report mentioned that 2.3 million electric vehicles exceeding the standard have been basically "cleared", and the number of shared bicycle companies and vehicles has decreased from 2.35 million vehicles of 16 companies at their peak to 990,000 cars of 3 companies.

The inspection found that there are problems such as "difficulty in charging" of electric bicycles.

The Law Enforcement Inspection Team recommends that the revision of the Regulations be started in due course.

Since 2018, a total of 2.91 million non-motor vehicle traffic violations have been investigated and dealt with in the city; 5,902 traffic accidents involving non-motor vehicle general procedures have occurred, accounting for 33.1% of the total number of traffic accidents.

There are gaps in infrastructure construction such as non-motor vehicle traffic and parking.

  It is worth noting that the problem of "difficulty charging" for electric bicycles is more prominent.

Since 2018, the city has issued a total of 3.444 million electric bicycle licenses, and has built 685,300 centralized charging facility interfaces. The ratio of charging interfaces to vehicles is 1:5, which has not yet reached the minimum construction standard of 1:3, making it difficult to fully meet the charging needs of the masses. .

  In addition, the law enforcement inspection also found that the management of shared bicycles still needs to be refined, and there are still difficulties in the management of vehicles in the express delivery industry.

Among them, in view of the increasing trend and characteristics of the number of electric bicycles, appropriate adjustment of management ideas, increase the proportion of non-motor vehicles, especially electric bicycles, in the annual work tasks, and actively promote the management of non-motor vehicles in the city to achieve new results.

  In terms of the normalized management of electric bicycles, the law enforcement inspection team suggested that the act of assembling, refitting and selling substandard electric vehicles and batteries should be severely cracked down, and a standardized battery recycling system should be established.

Actively promote the construction of charging facilities in the city's residential areas, improve the operation and maintenance system, urge operating companies to improve service levels, and ensure efficient use of charging facilities.

  The law enforcement inspection team also recommends strengthening the management of shared bicycles, adhering to total volume control, precise delivery and efficient operation and maintenance, giving full play to the role of the industry credit evaluation mechanism, implementing the lessee credit management system, and guiding lessees to consciously ride in a civilized manner and park in an orderly manner.

Regarding the management of vehicles used in the express delivery industry, it is recommended to accelerate the establishment of self-regulatory organizations and industry associations in the delivery industry, and to issue industry vehicle management specifications as soon as possible to further consolidate the main responsibilities of platforms and enterprises.

  The Law Enforcement Inspection Team also recommended that the revision of the Regulations should be initiated in due course.

Taking comprehensive consideration of the city's non-motor vehicle management practices and needs, paying close attention to the revision process of the upper-level law, including it in the new five-year legislative plan of the Standing Committee of the Municipal People's Congress, and starting the revision work in due course.
