Beijing's 2.3 million electric vehicles that exceed the standard are basically cleared [the Municipal People's Congress Standing Committee meeting listens to the inspection report on the law enforcement of the non-motor vehicle management regulations]

The 41st meeting of the Standing Committee of the 15th Beijing Municipal People's Congress was held a few days ago. The meeting heard the report of the Law Enforcement Inspection Team of the Standing Committee of the Beijing Municipal People's Congress on the inspection of the implementation of the "Regulations on the Administration of Non-motor Vehicles in Beijing".

The report mentioned that 2.3 million electric vehicles exceeding the standard have been basically "cleared", and the number of shared bicycle companies and vehicles has decreased from 2.35 million vehicles of 16 companies at their peak to 990,000 cars of 3 companies.

The inspection found that there are problems such as "difficulty in charging" of electric bicycles.

The Law Enforcement Inspection Team recommends that the revision of the Regulations be started in due course.

  Effectiveness

Shared bicycle management from "chaos" to "governance"

Promote orderly parking of "electronic fences"

How well are the regulations implemented?

The "Report" mentioned that the transitional policy for over-standard electric bicycles is running smoothly.

Since the end of the transition period, a total of 539,000 electric bicycle traffic violations have been investigated and dealt with in the city, 22,000 vehicles have been impounded, and 2.3 million vehicles exceeding the standard have been basically "cleared".

The management of shared bicycles has changed from "chaos" to "governance". At present, the number of enterprises and vehicles has decreased from 2.35 million vehicles in 16 enterprises at their peak to 990,000 vehicles in three enterprises, and all three enterprises have cancelled deposits.

Pilot promotion of "electronic fence" technology.

More than 26,000 parking areas and 16 no-parking areas in the core area have been reasonably allocated to guide the lessee to use cars in an orderly manner and park them in an orderly manner.

According to reports, the full chain control of electric bicycles has achieved initial success.

Pay close attention to the charging problems of the public, change from "blocking" to "sparse", and promote the construction of charging facilities by category and site. At present, the city has built 685,300 centralized charging facilities for electric bicycles, and the charging behavior of electric bicycles is clearly standardized.

  question

Electric bicycles are "difficult to charge"

Interface to vehicle ratio is 1 to 5

Law enforcement inspections found that there are still some problems since the implementation of the Regulations. For example, the concept of "slow travel priority, green priority" has not been practiced deeply enough, and the government's overall coordination role has not been fully played; non-motorized traffic violations are common, and citizens are law-abiding Awareness needs to be improved.

Since 2018, a total of 2.91 million non-motor vehicle traffic violations have been investigated and dealt with in the city; 5,902 traffic accidents involving non-motor vehicle general procedures have occurred, accounting for 33.1% of the total number of traffic accidents.

There are gaps in infrastructure construction such as non-motor vehicle traffic and parking.

It is worth noting that the problem of "difficulty charging" for electric bicycles is more prominent.

Since 2018, the city has issued a total of 3.444 million electric bicycle licenses, and has built 685,300 centralized charging facility interfaces. The ratio of charging interfaces to vehicles is 1:5, which has not yet reached the minimum construction standard of 1:3, making it difficult to fully meet the charging needs of the masses. .

In addition, the law enforcement inspection also found that the management of shared bicycles still needs to be refined, and there are still difficulties in the management of vehicles in the express delivery industry.

  Suggest

  Promote the city's residential area

  Construction of charging facilities

In order to promote the comprehensive and effective implementation of the "Regulations", the Law Enforcement Inspection Team has put forward various suggestions.

Among them, in view of the increasing trend and characteristics of the number of electric bicycles, appropriate adjustment of management ideas, increase the proportion of non-motor vehicles, especially electric bicycles, in the annual work tasks, and actively promote the management of non-motor vehicles in the city to achieve new results.

In terms of the normalized management of electric bicycles, the law enforcement inspection team suggested that the act of assembling, refitting and selling substandard electric vehicles and batteries should be severely cracked down, and a standardized battery recycling system should be established.

Actively promote the construction of charging facilities in the city's residential areas, improve the operation and maintenance system, urge operating companies to improve service levels, and ensure efficient use of charging facilities.

The law enforcement inspection team also recommends strengthening the management of shared bicycles, adhering to total volume control, precise delivery and efficient operation and maintenance, giving full play to the role of the industry credit evaluation mechanism, implementing the lessee credit management system, and guiding lessees to consciously ride in a civilized manner and park in an orderly manner.

Regarding the management of vehicles used in the express delivery industry, it is recommended to accelerate the establishment of self-regulatory organizations and industry associations in the delivery industry, and to issue industry vehicle management specifications as soon as possible to further consolidate the main responsibilities of platforms and enterprises.

The Law Enforcement Inspection Team also recommended that the revision of the Regulations should be initiated in due course.

Taking comprehensive consideration of the city's non-motor vehicle management practices and needs, paying close attention to the revision process of the upper-level law, including it in the new five-year legislative plan of the Standing Committee of the Municipal People's Congress, and starting the revision work in due course.
