The professor of international relations at the University of Geneva, Hosni Obeid, explained - in his speech to an episode (7/22/2022) of the “Beyond the News” program - that the agreement does not have strong foundations as it is non-international and was not deposited at the United Nations, which means that any of the two parties Those concerned - whether Russia or Ukraine - can abandon the agreement at any moment and at any time.

However, Obeid did not deny the existence of strong points in this agreement;

The most important of which is the handing over of mine maps in the Black Sea, and the binding inspections of ships, stressing that Russia sees this agreement as an opportunity to present a different image, in contrast to what the West is promoting about it by holding it responsible for the international famine that the United Nations has warned about because of the grain export crisis from Ukraine.

With regard to Ukraine, Obaid saw that it would make profits from this agreement, and that it would be able to export what it had of grain, instead of having to destroy it due to the inability to export it, noting that the export would provide it with its urgent need for funds after its treasury was damaged due to the war that erupted since the end of last February.

Turkish President Recep Tayyip Erdogan described the agreement as a turning point that gives hope for peace and stability, while the European and American sides called for the need to ensure the implementation of the agreement.

In turn, United Nations Secretary-General Antonio Guterres welcomed the agreement.

On the other hand, the researcher specializing in Turkish affairs, Ali Bakir, stressed that the agreement is historical for its timing, and the presence of the United Nations gives it an international character, and it can be registered and deposited at the United Nations to be an international agreement, pointing out that this does not give the agreement a mandatory status, like most international agreements. .

He added that the additional guarantees requested by the two parties are not a big problem, and they can be resolved through the joint room that will be formed in Istanbul - and it will consist of representatives from Ukraine, Russia, Turkey and the United Nations, as stipulated in the agreement - to oversee the implementation of the agreement and control the export of grain.

He added that Russia is keen not to load the ships with weapons to bring them into Ukraine, on the other hand, Kyiv does not want these ships to be used by Moscow to launch attacks on Ukrainian territory, and this concern represents mutual guarantees in the continuation of this agreement.

He pointed out that Turkey will work to preserve this agreement in order to build on it in the future, to reach a comprehensive solution, although Turkish Foreign Minister Mevlut Cavusoglu did not express any optimism in this regard.
