  As the operator of a telecommunications business hall, without the customer's knowledge, he quietly used the other party's mobile phone number to register different apps in order to earn "pulling new" fees.

On May 18, the Huai'an District Procuratorate of Huai'an City, Jiangsu Province filed a public prosecution. The court sentenced Liu to three months' detention, six months' probation, and a fine of 4,500 yuan for the crime of infringing on citizens' personal information.

  Liu, who is in his 40s this year, opened two business offices of different telecom operators in the town with her husband a few years ago.

One day in September 2020, a man came to Liu's store. The other party introduced himself and said his surname was Sun. He also opened a business hall before, but now he changed his business to "pull new" promotion business and invited Liu to cooperate with him.

Liu asked what "pushing new" meant, and Sun explained that some companies would allocate special funds to hire people to help them find customers for registration in order to quickly promote their newly developed apps.

Sun also said that the mobile phone number must be used to register the App, and the verification code must be entered. The business hall has the most convenient conditions for this business.

Sun promised that he would pay 2 yuan to 7 yuan for every successful registration of an app.

  Seeing that this business is relatively simple and profitable, Liu was a little moved, but considering that this matter is definitely illegal, Liu did not agree, just added Sun's WeChat.

Later, Liu was pulled into a WeChat group by Sun.

For a period of time after that, Liu often saw Sun's news in the group that others cooperated with him to "pull new" to make money.

In the end, Liu decided to cooperate with Sun to make some extra money.

  After that, when a customer came to the business hall for business, Liu directly asked the customer to scan the "pull new" QR code provided by him without stating the real purpose, and asked the other party to tell him the verification code he received. This completes the registration of various apps.

Because they were dealing with business, many customers thought it was a business need, so they followed Liu's request without any precautions.

When encountering older customers, Liu would directly take the other party's mobile phone to complete the operation.

  In July 2021, the public security organs found criminal clues of Liu's violation of citizens' personal information during the handling of the case, and filed a case for investigation.

After Liu arrived at the case, he truthfully confessed his criminal facts.

According to police statistics, during the period of cooperation with Sun, Liu received a total of 69 transfers from Sun, making a profit of more than 4,000 yuan.

  According to Liu's account, the police then arrested Sun and brought him to justice.

Mr. Sun explained that he had opened a business hall of China Mobile a few years ago. Later, due to illegal business operations during the operation process, China Mobile terminated the cooperation with him and ordered him to close the business hall.

Since then, Sun has been unemployed at home.

  One afternoon in early 2020, when Sun was playing QQ at home, he saw a message about recruiting “new recruits”, promising that for every successful registration of a customer, he could get a remuneration ranging from 10 yuan to 20 yuan.

After understanding the detailed operation method of "pushing new", Sun felt that this business does not require a facade or cost investment, and he has met many colleagues during the opening of the business hall before, and this resource can be fully utilized.

Thinking of this, Sun immediately contacted a number of companies responsible for app promotion, and established a cooperative relationship with them after negotiation.

Afterwards, Sun contacted a number of salesmen he knew before, and encouraged them to cooperate with him to carry out the "pulling new" business, and promised to pay a remuneration ranging from 2 yuan to 7 yuan for each successful registration of an app.

Sun's proposal was supported by many salesmen.

So, Sun established a WeChat group and successively pulled more than 70 people into the group.

  After establishing a one-stop service channel for upstream and downstream, the "pulling new" work led by Mr. Sun officially began.

According to the agreement, as long as the customer successfully registers the app, regardless of whether it is actually used or not, Sun will pay the agreed commission, and the salary is paid on a daily basis.

Every night, the promotion company will send the total amount of the day's commission to Mr. Sun. After Mr. Sun withdraws a certain price difference, he will pay the rest to the salesmen of each business hall as remuneration.

According to statistics, from the beginning of 2020 to the incident, Sun has made a total profit of more than 80,000 yuan.

Because Sun is also suspected of other crimes, the public security organs of this case are further investigating.
