"Leek Certificate" shatters the talent dream

  Chen Chen (pseudonym), a 24-year-old girl from Changsha, was attracted when she saw the advertisement of "Carbon Emissions Manager" online for the first time.

  In January of this year, during the telephone consultation, the teacher of the agency assured her that after obtaining the certificate of "carbon emission manager", the annual income of part-time "affiliation" should not be less than 50,000 yuan.

If there are two certificates, the annual guaranteed income is 80,000 yuan.

  This is very attractive to Chen Chen, who is engaged in financial work. This is a "certificate with high gold content". Then she and her husband spent 12,000 yuan to apply for the "Carbon Emissions Manager" certificate exam.

  Soon, Chen Chen discovered that the content of the previous contract commitment was different from the actual service project, and she then fell into a tug-of-war with the training institution for refunds.

  What she didn't expect was that, in the end, the staff of the training institution privately used personal information such as Chen Chen and her husband's ID number to take the "Carbon Emissions Manager" exam in place of the two of them, and issued them in March this year. Two certificates.

So far, the training institution has refused to refund the fee on the grounds that the service has been completed.

In this regard, Chen Chen questioned: "What kind of gold can the certificate obtained on behalf of you have?"

  Zhou Hao, a lawyer from Beijing Yingke Law Firm, explained that the institution obtained the certificate by cheating in the exam, in fact, it was not to refund the fees charged. There was fraud, and the certificate obtained was also invalid.

  The reason is that Chen Chen confessed that he was fooled by the training institution.

"This certificate is really a pit, it is the 'leek certificate'!" She said angrily with two certificates of "carbon emission manager".

  On the black cat complaint platform, more than 400 people have complained about the same experience as Chen Chen, and they have applied for the training institution for the "carbon emission manager" certificate.

The victims also joined a WeChat group called "Certificate Part-time Discussion Group".

All 137 members of the group have been deceived by institutions to register for research. They come from all over the country, engage in different occupations, and have different ages.

  A few days ago, a reporter from China Youth Daily and China Youth Daily launched an investigation into the chaos behind the "leek certificate".

It's on fire

  According to public information, the unit's "Carbon Emission Manager" project is sponsored by the Talent Exchange and Development Center (hereinafter referred to as "Exchange Development Center") of a certain hospital, and undertaken by a Beijing Talent Evaluation Technology Co., Ltd. (hereinafter referred to as "Company A"). The authorized agency is then responsible for the specific project development.

Company A is a private company established in 2021.

  Li Hong (pseudonym) is a salesperson of an education and training institution authorized by Company A to carry out the "Carbon Emission Manager Vocational Training" project.

  According to Li Hong, the external charge for the certificate of carbon emission manager stamped by the Exchange and Development Center is officially unified, and the institution must set a price of 6,800 yuan.

"Company A" will calculate and charge fees in a step-by-step manner based on the number of students enrolled in authorized institutions and the certificate level (primary, intermediate, advanced).

  Their program enrollment starts in September 2021, and peaks in the second month, "it's on fire".

  Li Hong analyzed that after the implementation of the "double reduction" policy, institutions that originally focused on the education and counseling of primary and secondary school students faced the problem of project adjustment and staff reduction.

Therefore, some institutions also follow the trend to do training programs to "make quick money".

  As a salesperson of a training institution, Li Hong can consult fifty or sixty people a day.

  However, what Li Hong can clearly feel is that in December, the entire business inquiries dropped instantly.

In January of this year, she suddenly found that the list of units authorized to conduct "Carbon Emission Manager" certificate training was no longer available on the official website of "Company A".

She speculated: "From then on, they probably wanted to withdraw."

  Until January 17 this year, when Li Hong saw the "Solemn Statement" issued by the Exchange and Development Center, Li Hong guessed that the "Carbon Emission Manager" project had come to an end.

  The statement reads: Due to the confusion in the enrollment market, the Exchange Development Center has instructed Company A to stop enrollment in November 2021, and no new enrollment is allowed.

  What is puzzling is that on November 2, 2021, Company A issued a notice saying that the suspension of enrollment was due to "maintenance and upgrade of the learning system".

On December 28, the company once again issued the "Notice on Resuming Training in the Field of Carbon Emissions", and successfully held the third exam on April 16-17 this year.

  On June 29, a staff member of Company A told a reporter from China Youth Daily and China Youth Daily that the current "Carbon Emission Manager" certificate training program has been suspended, but the other party did not respond positively to the inconsistencies in the announcement.

Behind the word difference

  Not long ago, when a reporter from China Youth Daily and China Youth Daily consulted with the certificate of "Carbon Emission Manager" as a trainee, an agency salesman from Shijiazhuang said: In order to "quickly train" this carbon emission talent, the country can pass the exam this time. Beginners and intermediates, directly apply for the Senior Carbon Emissions Manager Certificate.

When the reporter said that he did not have the relevant industry experience required to apply for the advanced certificate, the salesman responded: "We have internal channels, which can be operated."

  According to the information provided by the victims, a personnel training network also conducted a "carbon emission manager" training program.

This is a personnel and talent website affiliated with a government department.

  On March 16 this year, the Ministry of Human Resources and Social Security issued a notice that it will carry out special governance work on technical skills "copycat certificates", and severely crack down on the evaluation and certification activities of counterfeit appraisal agencies and filing evaluation agencies of the Human Resources and Social Security Department.

  The second day after the notice was issued, an announcement was made on the official website of the personnel training website: From March 17, the cooperation agreement for the “Carbon Emission Manager” training project signed by its B company and its partner institutions will be terminated.

  A few days ago, the customer service staff of the website stated that the "carbon emission manager" certificate is only a training certificate, the main purpose is self-improvement and self-learning, and cannot be used as a professional qualification certificate.

  Literally, there is only one word difference between "carbon emission manager" and "carbon emission manager", one of the 18 new occupations announced by the Ministry of Human Resources and Social Security in March 2021.

  According to public information, "carbon emission administrators" refer to personnel who are engaged in the monitoring, statistical accounting, verification, trading and consulting of carbon dioxide and other greenhouse gas emissions in enterprises and institutions, and are currently listed in the national occupational sequence.

  The aforementioned Exchange and Development Center issued a statement on January 17 and March 9, 2022: they did not authorize any institution to declare that the “Construction Field and Construction-related Professional and Technical Personnel Training Certification Program” exam issued a certificate as the “Emissions Manager” professional qualification Certificate, the nature of the certificate issued is only a training certificate.

  In May of this year, the Ministry of Human Resources and Social Security issued a notice to carry out special governance on technical skills training, evaluation and certification activities related to skilled personnel and professional technicians.

The notice requires that all regions, departments and units conduct a comprehensive inspection of the technical skills training, evaluation and certification activities carried out for the society.

For illegal use of relevant words and logos, false or exaggerated propaganda, illegal training fees, intentionally confusing concepts to mislead the society for speculation, suspected of deception and fraud, etc., carry out special governance, and resolutely correct and investigate.

  The notice also stated that the Ministry of Human Resources and Social Security will work with relevant departments to investigate and verify typical problems in media reports and mass complaints and reports, establish a "blacklist" system, and include training institutions and evaluation institutions for violations of disciplines and regulations into the "blacklist". Skills training, evaluation and certification activities are subject to normalized management.

  Zhang Chenggang, associate professor of the School of Labor Economics at Capital University of Economics and Business and director of the China New Employment Form Research Center, believes that when institutions conduct business, they blur the difference between training certificates and vocational qualification certificates, making workers mistakenly believe that they can find jobs with training certificates. This is one of the reasons why such training is so popular.

There is an urgent need to establish a talent standard system behind the "leek certificate"

  Li Zeliang, who was born in 1996, is a "Master of Textual Research", and he "collects" more than 40 certificates in his hands.

  He sent reporters pictures and photos of 14 of these certificates, including prefabricated senior engineers, BIM senior engineers, etc.; there are also health certificates, such as public nutritionist (senior), health manager (senior), etc.; in addition to fire protection Class smart fire engineer (senior) certificate, financial tax division (senior) certificate, etc.

  According to Li Zeliang, the agency once said that before the certificate is linked, the information needs to be entered into the "job information network", and it is guaranteed that the part-time job will be successful within 45 days after it is put into the warehouse.

If the part-time job is unsuccessful, 5,000 yuan will be paid for each certificate.

In order to successfully attach the certificate, Li Zeliang paid the storage fee of 9 certificates, 3,000 yuan each.

  Zhou Hao said that whether it is "part-time affiliates" in the words of institutions, or various "black box operations", they are all illegal acts.

  Wang Jie, a graduate student from a university in East China, also paid a fee to obtain two certificates for senior prefabricated engineer and senior BIM engineer. Soon after he got the certificate, he regretted it.

Reflecting on his lack of social experience, he is eager for success. "I just started working, and I really want to prove my ability to my parents."

  Another victim was the owner of a restaurant. Due to the epidemic, the restaurant could not make ends meet. He heard that he could make money by being affiliated. He was anxious to get a stable income.

After knowing that he was deceived, he also wanted to understand that even if he was not a "carbon emission manager", he would be deceived because of other "teachers" and other certificates.

  Professor Peng Zhenyu of the Institute of Social Vocational and Vocational Education of Wuhan Vocational and Technical College explained to reporters from China Youth Daily and China Youth Daily that the "leek certificate" is the "copycat certificate", which mainly refers to those who use relevant words and logos in violation of regulations, false or Exaggerated publicity, illegal training fees, intentionally confusing concepts to mislead the society for hype, suspected of deception and fraud, etc.

  Generally speaking, those occupational fields with high market value are often the high incidence places of "copycat certificates", and those new occupational fields that falsely publicize and exaggerate the utility of certificates are also the high incidence places of "copycat certificates".

Some illegal organizations mainly take advantage of the public's lack of information about certificate information to conduct false propaganda.

  "Carbon Emissions Manager", "Family Education Instructor", "All Media Operator"... New professional masters are emerging, but the standard system for evaluating talents has not yet been established and perfected.

  Since the promulgation of the "People's Republic of China Occupational Classification Ceremony" in 2015, the Ministry of Human Resources and Social Security has released 4 batches and 56 new occupational names.

However, in addition to the more stringent entry-level occupational qualifications, it will be difficult for most emerging occupations to add formal occupational qualification certificates in the short term.

  "Part of the copycat certificates are vocational qualification certificates, and some are skill level certificates. The development direction of the national vocational qualification catalog system is to retain only the necessary access vocational qualification certificates, and all level evaluation vocational qualification certificates will be withdrawn from vocational qualifications. Peng Zhenyu mentioned that according to the requirements of the national management and evaluation reform, the reform of my country's vocational qualification certificate system is being led by the government directly participating in the national vocational qualification certificate system, which is authorized and endorsed, and is gradually being evaluated by a market-led third-party society.   Peng Zhenyu believes that the overall reform direction of the vocational certificate system: first, to strengthen overall coordination and market supervision is the responsibility of the government; second, qualified training and education institutions carry out vocational skills-related training in an orderly manner; third, qualified and authorized by the government.
