[Explanation] On July 5, the new Executive Council of the Hong Kong Special Administrative Region held its first regular meeting. The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, led all non-official members of the Executive Council to meet the media.

He also answered questions from reporters together with Ye Liu Shuyi, the convener of the Executive Council.

Li Jiachao said that members of the Executive Council played a very important role in the decision-making of the Chief Executive. He thanked the 16 non-official members for accepting the invitation, and also thanked Ye Liu Shuyi as the convener.

  Today is the (SAR) government's first Executive Council meeting. I take this opportunity to meet with you three secretaries and 16 non-official Executive Council members.

Members of the Executive Council advise the Chief Executive when making decisions.

The Executive Council is very important in helping the Chief Executive to make decisions.

  [Explanation] It is reported that, according to the provisions of the Basic Law, the Executive Council of the Hong Kong Special Administrative Region is the body that assists the Chief Executive in decision-making.

Members of the Executive Council are appointed by the Chief Executive from among the principal officials of the executive organs, members of the Legislative Council and members of the community, and their appointment and removal are determined by the Chief Executive.

The convener of the new Executive Council, Ip Lau Suk-yee, said that the 16 unofficial members of this term have rich experience and believe they can provide the best advice to the SAR government.

  First of all, I would like to thank the Chief Executive once again for appointing me as the convener of the Executive Council of the Hong Kong Special Administrative Region. As the Chief Executive pointed out, the members of the Executive Council this time, the 16 non-official members, have extensive experience, and they come from various fields of legislation, law, medical care, and finance. All are very experienced experts.

We promise the Chief Executive that in the next five years, we will do our best to provide you with the best advice and cooperate with your work. We believe that under our full cooperation and your leadership, Hong Kong will surely perform better.

  [Explanation] In the subsequent Q&A session with reporters, issues such as Hong Kong housing, epidemic prevention and control, and the legislation of Article 23 of the Hong Kong Basic Law became the focus of media attention.

  I also mentioned in the policy platform that two working groups will be established. One is for public housing. This group is aimed at taking action and will give a report on the 100th day. The other working group is about co-ordination, and co-ordination means The land has changed from "raw land" to "cooked land"; in the whole process of building a house from "cooked land", I believe that through the efforts of all our staff, we can solve some of the problems by improving the speed, quantity and efficiency.

  [Explanation] In response to the issue of epidemic prevention and control, Li Jiachao said that he has asked Lu Chongmao, Director of the Medical and Health Bureau of the Hong Kong Special Administrative Region Government, to review relevant data, etc., so that Hong Kong can curb the epidemic while reducing the impact on tourists.

  I have asked the Secretary for Medical and Health of the Hong Kong Special Administrative Region Government to pay close attention to the relevant data to see how we can curb the spread of the virus pandemic while reducing the inconvenience to visitors to Hong Kong. Currently, I am actively discussing how to shorten the quarantine days for those arriving in Hong Kong.

  [Explanation] In addition, on the issue of legislation on Article 23 of the Hong Kong Basic Law, Li Jiachao said that legislation on Article 23 of the Hong Kong Basic Law is a constitutional responsibility. There are also provisions in the Hong Kong National Security Law that require the Hong Kong SAR to complete the legislation as soon as possible.
