Military service organs at all levels should guide the armed forces departments of colleges and universities within their jurisdictions (there is no designated department of the armed forces department), and do a good job in military service registration, recruitment publicity, application for registration, and other coordination and guarantee work.

  In terms of improving the preferential treatment and employment policy, the "Opinions" make it clear that full-time college students with non-Guangzhou nationality college degree or above who enlist in the army from Guangzhou will be recruited by Guangzhou employers (excluding individual industrial and commercial households) within one year after retiring and continuing to complete their studies. Those who are accepted can live in Guangzhou; those who are full-time fresh graduates with non-Guangzhou college degree or above who enlist in the army from Guangzhou and are accepted by Guangzhou employers (excluding individual industrial and commercial households) within one year after retirement can enter Guangzhou.

  The "Opinions" also proposed that it is necessary to unblock the channels for the placement of retired soldiers who meet the working conditions arranged by the government to positions in public institutions and state-owned enterprises, and continuously improve the quality of placement.

Organs, organizations, enterprises and institutions have the obligation to receive and place retired military personnel. When recruiting staff members or hiring employees, they should give priority to recruiting and recruiting retired military personnel under the same conditions.

The supplementary grass-roots full-time armed cadres are mainly recruited from retired soldiers, especially retired college students.

The service experience of retired soldiers is regarded as grass-roots work experience, and the length of service is calculated when civil servants are recruited and recruited by enterprises and institutions.

All levels and departments should provide service guarantees for retired soldiers to fully enjoy various preferential policies such as employment services, preferential treatment for education, and guaranteed loans for entrepreneurship.

  In terms of standardizing the distribution of incentives and subsidies and funding guarantees, the "Opinions" propose that a one-time economic subsidy will be issued to self-employed retired conscripts resettled in Guangzhou, with the upper limit being 200% of the city's per capita disposable income of urban permanent residents in the previous year. .

For self-employed retired sergeants (including directly recruited sergeants) who are resettled in Guangzhou, the one-time financial subsidy is calculated and issued according to their sergeant's years of service, starting from the first year after serving as a conscript. (Rural) Conscripts will be issued an additional 8% on the basis of the one-time economic subsidy.

If the service time is less than 1 year, it will be paid on a monthly basis.

After receiving the notice of enlistment, the enlisted citizens should report to the designated place.
