Do a good job in the protection and improvement of the old city, so that the residents of Hutong can live a modern life (practice the entrustment for ten years)

"A city's historical relics, cultural relics, and cultural heritage are part of the city's life." Hutongs and courtyards, known as the soul of Beijing, are also a microcosm of the development and changes of this ancient city.

Qianmen East District of Beijing is an important historical area of the old city of Beijing.

On the eve of the Spring Festival in 2019, General Secretary Xi Jinping came here to inspect the streets and alleys along the four alleys in Caochang.

A hutong is more than 300 meters long. The general secretary walks from north to south and looks at it, "I have been thinking, what should we do with the hutongs in our old Beijing?"

The thinking of "what to do" is a major issue related to urban governance, and it shows the great feelings of people's livelihood.

General Secretary Xi Jinping emphasized, "It is necessary to unify the renovation and upgrading of the old city with the protection of historical relics and the preservation of historical context, not only to improve the living environment, but also to protect the historical and cultural heritage, so that history and culture can be integrated with modern life. Old Beijing One of the distinctive features of the city is the hutong, and we must pay attention to preserving the characteristics of the hutong, so that the city can retain its memory and people can remember their nostalgia.”

Now walking into the four alleys of Caochang, the quaint bluestone road winds forward, and even the roadside is replaced with old Beijing-style wooden lamp poles, which restores the historical appearance of the hutong to the greatest extent.

Under the gray wall, a touch of green, the vines climbed full of shelves.

The courtyard has a long ancient charm, and the interior is equipped with modern facilities. The residents of the old hutong live a modern and new life.

Speaking of the changes in the hutongs over the years, the old hutong resident Zhu Maojin was full of emotion: "I have regained the feeling of my childhood, but it is much better than that time! When the general secretary came to the house as a guest, he asked about water, electricity, and air. He is thinking about the life of the common people, and he is concerned about the little things of firewood, rice, oil and salt."

Old Beijingers often say: "There are 3,000 famous alleys, and the unnamed hutongs compete with each other." At the end of 2019, Beijing achieved a comprehensive upgrade of more than 3,000 back streets and alleys in the city represented by hutongs.

In 2020, a new round of 3-year rectification of back streets and alleys will be launched.

"Overhead line into the ground" brightens up the sky, "no parking in Hutong" makes life quiet, and "toilet revolution" makes living environment beautiful.

A relevant public opinion survey in 2021 shows that the overall satisfaction of Beijing residents with the improvement of the environment in the back streets and alleys will reach 95.6%.

"The general secretary's important instructions made us realize that hutongs are part of urban life, and we must integrate them with modern life." Zhang Yue, director of the Beijing Institute of Ancient Architecture Design, said that in the past, we were more focused on historical features Conservation, by participating in the protection and repair of Hutongs, we communicated face-to-face with the people to understand the wishes and demands of the residents for improvement.

Every hutong and every yard, in-depth research on the historical evolution process of different ages, build a database; restore every brick and tile and every old object as much as possible... After several revisions, "Repair Technology for Protecting Houses in Beijing's Old City" The Guidelines are implemented as a rule.

At the same time, with the implementation of the responsible planner system as the starting point, 257 responsible planner teams have been stationed in 16 districts and economic development zones in the city to meet the needs of community residents for renewal and transformation, and promote urban renewal from the bottom up.

The hutongs are in spring again, and the ancient capital is full of new vitality.

Under the care of General Secretary Xi Jinping, in August 2020, the Central Committee of the Communist Party of China and the State Council approved the "Controlled Detailed Plan for the Functional Core Area of the Capital (Block Level) (2018-2035)".

In August 2021, the "Beijing Urban Renewal Action Plan (2021-2025)" was released, which clarified the goals and directions of Beijing's urban renewal.

Liu Yumin, full-time deputy director of the Office of the Capital Planning and Construction Committee, said: "We will keep in mind the general secretary's entrustment, and resolutely implement the strategic positioning of the capital city and the requirements for reducing quantity and quality, inheriting the cultural context, ensuring people's livelihood, and retaining homesickness."
