  First, curb the infiltration of drugs from abroad.

  The "2021 China Drug Situation Report" recently released by the Ministry of Public Security disclosed that the total domestic drug payment continued to decline, but the "Golden Triangle" area adjacent to the southwest border is still China's main source of drugs, and cocaine from South America is smuggled into China.   In response to the inflow of overseas drugs, China's anti-drug departments have continued to carry out special actions such as "two fights and two controls" and "clean borders", and vigorously implemented the strategy of "clearing the source and cutting off the flow".

In the first half of this year, national immigration management agencies seized 4.26 tons of various drugs and 486.6 tons of drug-making materials in border areas. The infiltration of foreign drugs from border areas has been effectively curbed.

  In addition, the Chinese police have also deepened anti-drug intelligence exchanges and law enforcement cooperation with neighboring and key countries, organized joint anti-drug operations, and jointly cracked down on transnational drug crimes.

  Since the official opening of the China-Laos Myanmar-Thailand Mekong River Joint Patrol and Law Enforcement Headquarters in Xishuangbanna, Yunnan, the law enforcement agencies of the four countries have jointly carried out 118 patrols and law enforcement in the Lancang-Mekong River Basin.

Since the mechanism has been in operation for more than 10 years, the situation of public security and drug control in the basin has been significantly improved. Drug crimes have changed from rampant to occasional, from occasional to long-term non-disruption, and the drug outflow problem in the "Golden Triangle" region has been effectively controlled.

  Second, crack down on the R&D and manufacture of new drugs.

  Compared with traditional drugs such as methamphetamine and heroin, new drug crimes have strong disguise, lower transaction prices, and greater temptation for young people.

Yuan Ming, director of the Second Procuratorate of the Supreme People's Procuratorate, revealed that in recent years, the proportion of new drug crime cases prosecuted by procuratorial organs in the total drug cases has risen from 53% in 2019 to 57% in 2021.

  In order to focus on preventing new drugs in advance, China's anti-narcotics department has deployed and launched a special campaign against new drug crimes such as fentanyl-like substances, and strictly guarded against the development and manufacture of new drugs to ensure that there is no new drug abuse scale in China; at the same time, 58 new drugs have been added to the list. Up to now, China has regulated 449 kinds of narcotics and psychotropic substances. It is the country with the most listed drugs and the strictest control in the world, effectively curbing the spread of new drugs.

  Third, crack down on "Internet + logistics" drug trafficking.

  With the rapid development of new forms of business such as the Internet and logistics and delivery, criminals are increasingly using sea, land and air mail channels to smuggle and traffic drugs, and the channels are becoming more and more three-dimensional and complicated.

From the early days when the whole package of drugs was hidden in the packaging of tea, coffee beans, etc., to the current time when the capsules or tablets were hidden in the interlayer of the sent items, the criminals' hidden drug methods became more and more concealed.

  Under the influence of the global new crown pneumonia epidemic, "Internet + logistics" has become the main way of smuggling and trafficking in drugs.

Wang Xiaolan, director of the Second Procuratorial Department of the Sichuan Provincial Procuratorate, said that the traditional transaction model of "payment with one hand and delivery with one hand" for drug crimes is gradually decreasing, and the transaction patterns of non-face-to-face delivery, such as remote transfer and logistics delivery, have increased significantly.

  In order to cut off this drug trafficking path, the public security organs, together with the Central Cyberspace Administration of China, the State Post Bureau and other departments, continue to carry out the rectification of Internet drug-related crimes and crimes, and establish a long-term control mechanism.

In 2021, the police will crack down 5,000 online drug trafficking cases, arrest 8,000 criminal suspects, and collect 0.5 tons of drugs.
