Following the sinking accident of a tour boat off the Shiretoko Peninsula in Hokkaido, the national committee that considers safety measures for small boats has set a score system for violations of laws and regulations of tour boat operators, and the standard is to carry out administrative sanctions by accumulating points. It was decided to consider in the direction of clarifying.

At the 5th committee meeting on the 24th, the tourist ship operator caused two accidents last year and the government conducted special audits and guidance, but no administrative sanctions were taken and the accidents were repeated. Based on what happened, the committee members discussed how to dispose of it.

As a result, in the current system, the problem is that there is no clear standard for disposal, so a point system will be set up for violations of laws and regulations of tour boat operators, and the standard will be clarified so that administrative disposition will be carried out by accumulating points. I decided to consider it.

The point system has been introduced in the sightseeing bus and taxi business, and even minor violations can be disposed of if they are repeated without improvement, and it was confirmed that there is a direction to increase the types of disposal according to the points. ..

In addition, some penalties under the Marine Transportation Act are lighter than other transportation business laws such as railroads and air, and we are considering strengthening the penalties.

At the committee meeting on the 24th, the discussions on the set themes have been completed, and the national government will make an interim report by the end of next month based on the discussions so far.
