  This summer is approaching, and college students across the country are about to usher in a new peak when they leave school and return to their hometowns. How to ensure the smooth return of students to their hometowns?

  Liu Peijun, deputy director and first-level inspector of the Department of Sports, Health and Arts of the Ministry of Education, said that on June 3, the joint prevention and control mechanism of the State Council issued a request to all localities to adjust and optimize the epidemic prevention and control policies of colleges and universities in a timely manner to support students in some regions and colleges who are willing to do so. Leaving school and returning home.

  Among them, the policy of "two exemptions" for students leaving school and returning home is clarified.

Returning students who meet the conditions are exempted from centralized quarantine observation; returning students who really need to be quarantined are exempted from centralized isolation fees.

  In areas with an epidemic, if there is no epidemic in the university, after the implementation of the closed management for more than 7 days, students can leave the school and return to their hometown with a negative nucleic acid test certificate within 48 hours and the relevant certificate issued by the university, and implement "point-to-point" from the school to the destination. Return home in a closed-loop way.

College students who meet the above conditions will no longer be quarantined centrally. After arriving home, they will implement 7-day health monitoring. If there is any abnormal situation, they will promptly report to the local community and the epidemic prevention and control department.

  The Joint Prevention and Control Mechanism of the State Council also clearly requires that all localities should communicate and implement the policy of students leaving school and returning home step by step.

How to carry out campus recruitment activities under the epidemic?

  It is currently the graduation season, and campus recruitment activities are the main channel for graduates to apply for employment.

  Liu Peijun said that the Ministry of Education, together with the National Health and Health Commission and other relevant departments, will conduct in-depth research, adjust and optimize the epidemic prevention and control policies in colleges and universities, minimize the impact of the epidemic, and create a good environment for the development of campus recruitment activities.

On June 14, the Joint Prevention and Control Mechanism of the State Council issued a notice to all localities to optimize and adjust the "Campus Recruitment Epidemic Prevention and Control Support Policy".

  Among them, the premise of campus recruitment is clarified.

In principle, in areas with epidemics, the city where the university is located has no new epidemics for 7 consecutive days or more, and can organize campus recruitment activities.

  In order to ensure that the campus recruitment activities for college graduates are held in a safe, orderly and healthy manner, the Ministry of Education requires all colleges and universities to implement special measures for campus recruitment epidemic prevention and control in accordance with local epidemic prevention and control policies and requirements:

  Regarding the recruiters who enter the school, they must have no travel history in medium and high-risk areas and their county (district) within 7 days, and provide a 48-hour negative nucleic acid test certificate when entering the school, verify their identity, measure their temperature, and check their health code;

  Regarding the recruitment negotiation venue, try to arrange it outdoors or in an open space with good ventilation, and reasonably control the number of recruitment units in the same venue.

It is not allowed to force graduates to sign employment agreements and labor contracts in any way

  Some graduates have reported that some colleges and universities have the problem of forcing graduates to sign contracts and the employment rate "water injection". How to prevent it?

  Wu Aihua, deputy director of the Student Department of the Ministry of Education, said that in order to do a better job of employment statistics, the Ministry of Education further tightened the disciplinary requirements for employment statistics this year, and strictly enforced the "four prohibitions" and "three prohibitions".

  "Four prohibitions" means that it is not allowed to force graduates to sign employment agreements and labor contracts in any way, not to link the issuance of graduation certificates and degree certificates to graduates' signing contracts, and not to persuade graduates to sign false employment agreements on the grounds of household file custody. It is not allowed to use graduates' post internship and trainee certification materials as employment certification materials.

  The "three must nots" are that we have to realistically provide specific indicators of the destination implementation rate to colleges and universities, we must not assign employment tasks to counselors layer by layer, and we must not associate a single destination implementation rate indicator with the performance of employment staff or counselors. Employers shall not require repeated medical examinations in principle

  In terms of promoting the employment of graduates, Wu Aihua introduced that in May, the General Office of the State Council issued the "Notice on Further Doing a Good Job in the Employment and Entrepreneurship of College Graduates and Other Youth".

  The document clearly states that for graduates who have undergone medical examinations within 6 months, employers shall not require repeated medical examinations in principle, except as provided by law.

  The document also proposes to simplify employment procedures. From 2023, the employment registration card for college graduates will be cancelled, and the registration card will no longer be used as a necessary material for graduate recruitment, settlement, and file transfer procedures.

  In addition, the document proposes to support small, medium and micro enterprises to absorb more graduates for employment, and to provide support policies such as one-time employment subsidies, social insurance subsidies, tax reductions and exemptions, and graduates to start their own businesses, and to provide entrepreneurial guaranteed loans and discounts, taxes and fees. Relief Policy.

In addition, social security subsidies will be given to graduates who have flexible employment in the graduation year.

This year will continue to steadily expand the recruitment scale of state-owned enterprises.

  The document also proposes a number of phased policy measures. In terms of the policy of reducing the burden of student loans, the interest on national student loans that should be repaid this year will be exempted, and the principal can be extended for one year. The policy has benefited more than 4 million people.

In addition, for graduates who have delayed leaving school due to the epidemic, the time limit for registration, file transfer, and settlement can be extended.
