  Stricter enforcement, from exhaust gas detection to special actions

  The normal exhaust emission inspection of diesel trucks is an important starting point for Shanxi Province to promote pollution control of diesel trucks.

"We have formed a joint law enforcement mechanism for traffic police to stop cars, environmental protection departments to test and collect evidence, and traffic departments to punish, and multi-department joint meetings hold monthly scheduling meetings."   Lvliang is a large resource city in Shanxi, with about 50,000 trucks passing through the country every day.

The passing of the truck exhaust inspection does not mean the end of the road inspection.

Wei Zhiyong, director of the exhaust gas center of the Xiaoyi branch of the Lvliang Ecological Environment Bureau, has been in the industry for many years and feels the changes in industry law enforcement.   In October last year, the "2021-2022 Autumn and Winter Air Pollution Comprehensive Control Plan" was issued, which clearly proposed to carry out special inspections on heavy-duty gas vehicles with "National VI" emission standards.

All 11 prefectures and cities in Shanxi have launched special actions.

From December 1 last year to March 31 this year, the Luliang City road inspection road inspected 12,107 "National VI" heavy-duty gas vehicles, and found that 1,075 vehicles had dismantled post-processing devices, accounting for 8.9%.

  Technology blessing, from "squatting at the door" to monitoring and checking

  Drive east from Luliang City, turn south on Dayun Expressway, and arrive at Yuncheng City.

Although Yuncheng is not a resource-based city, it is located at the junction of the three provinces and is close to the Yellow River. It has prominent transportation advantages, and transit trucks will bring about large pollutant emissions.

  In Yuncheng, the blessing of science and technology has made more obvious results in the control of pollutants from diesel trucks.

In the autumn and winter of last year, a truck with "National IV" emission standards tried to enter a coking enterprise in Hejin City, Yuncheng, but encountered a "eye of the sky" block at the door - the crossbar at the exit could not be lifted for a long time.

It turned out that in addition to carrying out road law enforcement inspections, Yuncheng also installed online monitoring systems for diesel trucks and carried out monitoring of key enterprises.

  "In the past, we could only squat at the door. Last year, we installed access control video surveillance systems for more than 70 companies. Vehicles under "National IV" will be automatically compared when entering and leaving key enterprises. Issue an early warning to prevent vehicles from passing, thereby preventing trucks from driving on roads with heavy pollution weather." Wang Liliang, director of the Motor Vehicle Pollution Emission Control Center of Yuncheng Ecological Environment Bureau, introduced.

  In order to achieve precise control of pollution from diesel trucks, last year, Yuncheng completed the installation of a remote online monitoring system for 7,221 heavy-duty diesel trucks of "National Five" and above, and networked with the platform to monitor the emission of nitrogen oxides in real time.

On this basis, control the source of key enterprises.

"Even if the vehicle can get on the road through shielding means and pass the security check by luck, it will be detected at the entrance and exit of the transportation site." Wang Liliang said.

  The blessing of scientific and technological means is also reflected in remote sensing monitoring.

There are more than 10 modules on the environmental monitoring smart screens in Yuncheng City and Luliang City.

In the "atmosphere" module, road remote sensing monitoring data and key enterprise access control system monitoring data are regularly sent back and updated, and the system will issue early warnings in a timely manner.

"As long as the vehicle passes at a certain speed and the nitrogen oxides discharged exceed the standard, the machine can capture it more accurately, which provides great support for our analysis of the trend of certain air pollutant emissions in the region." Luliang City Dang Guirong, deputy director of the Bureau of Ecology and Environment, said.

  "In the past five years, we have completed road inspection and remote sensing monitoring of more than 15 million diesel vehicles." Bai Xuping, director of the Lvliang City Ecological Environment Bureau, introduced that the city invested about 50 million yuan to purchase 7 sets of mobile remote sensing vehicles, which were completed. 13 sets of fixed remote sensing monitoring systems and 9 sets of automatic black smoke capture systems have established a full-coverage remote sensing monitoring system.

From January to April this year, the comprehensive air quality index of Luliang City was 4.37, ranking second in Shanxi Province, and the average PM2.5 concentration was the lowest among all cities in Shanxi Province; the number of excellent days was 99, an increase of 12 days compared with the same period last year, and the increase was ranked in Shanxi Province. second.

  "Many of the people who sell illegal gasoline at the gas station use blended gasoline, which will generate too much impurities, which will not only cause hidden dangers to driving safety, but also easily cause excessive exhaust emissions." For example, the remote emission monitoring system "standard" for "National VI" vehicles is only connected to various auto companies, and the network with the environmental protection department has not been opened; the accuracy of remote sensing monitoring equipment needs to be improved, and currently only trend analysis can be provided. Regarding the penalty basis for the unauthorized dismantling of automobile aftertreatment devices, the standards of each county and district are different, "some can be fined 2,000 yuan according to the relevant provisions of the traffic department, and some are only based on the traffic police department's 'illegal modification' or 'break-in ban'.
